for me today, i would like to see victor hwang be appointed to this commission. and i want to speak also to the fact that several people as well as some of the supervisors have mentioned that the mayor has an appointee -- [speaker not understood] he can appoint. we cannot make that decision here today as to who he is going to select for that vacancy. so, i think it's very unfair. if we were in his position, we would be offended if we were trying to tell him what to do. if someone were trying to tell us what to do. i don't think we should say, well, let's give one position up and try to make that decision here today. i mean, we do have an application process and terms for certain amounts of time for a reason. so, with that, i mean, i would like to move victor hwang out to the full board if possible or both names if that is the case here that we have two supervisors supporting one. >> so, there's two suggestions. >> if i may. i'll leave it up to chair. i just want to say that i came in here, especially after hearing all the testimony with the perspective sort of wh

while i have great respect for victor hwang who i count among my friends, i believe that we need to reward individuals who are as hard working, as conscientious, and a personable a angela chan has been. you know, you spend a lot of time on these appointments and i'm sure you've read about people who don't show up to meetings, people who are not doing what they promised to do. angela chan is not one of those people. she has worked hard and she has taken on difficult and unpopular issues. one of the issues that she took up was how officers should deal with mentally ill individuals. we had a slew of incidents from the early '90s where particularly in minority communities where language access was a problem, where people were killed unnecessarily by police officers. at the same time, officer were not receiving the level of training that they needed and that was evident [speaker not understood]. these are tragedies because these are situations that could have been prevented. for years and years the police commission wrangled over how to address mental health and policing. on one hand you had pu

let me say this, that i have a great deal of respect for victor hwang and i think that he would make an excellent commissioner. the challenge that i have in terms of this candidacy, though, is that we have a sitting member of a commission that is applying right now. and when angela chan approached me awhile back to tell me that she was interested in being reappointed, i did what i do. any time there is a reappointment before me, if the person has done the job that is expected of that individual, i will support the reappointment. and i will be doing the same thing if it was victor being reappointed. the question is ha this individual done the work that they're -- that you expect them to do as a member of the police commission. and i believe that angela chan has done that. i believe that she has done that in terms of, first, the most probably important thing which doesn't always happen with commissioners, which is making sure that you show up and that you do the work. and i think that she has consistently worked harder than anyone that i have seen on the police commission, including th
