i have known victor for several years. i have worked with him on a weekly basis in the mission sro collaborative program, which is where we do out region said the answer rose on a weekly basis. victor, from what i have seen, is an excellent listener. he is both a doer and a thinker. he will listen to all sides of the conflict and is not automatically pro tenant or pro landlord on any issue. he gathers facts. he falls back on his professional experience from the educational side of life. he also uses practical experience of talking to people around him. once he makes a decision, he is compassionate and he runs with it. some people have described him as being very compassionate. that is only after he has listened to hear all the points of view on an issue. a lot of people who do the out reach in the sro's tend to be altered for the tenant, and that is not what it is about. it is about bringing both sides to the table. we have one family that did not want to comply and work with the community. we took them down through legal
