what are the lessons of vietnam? before we get into that we're going to show some excerpts of the film >> right. i would say there are many lessons about vietnam in terms of what i feel like i've learned in making this film is -- and having a deeper appreciation for getting out of a war after having made this film. that i feel that there were very few options available in 1975 or early april when it became pretty clear that the country was going to fall. and, you know, we were trying to get congress or kissinger and ford were trying to get congress to pass a bill that would provide $722 million to the vietnamese. i think that would have been helpful and make some difference. i don't think it would have changed things so dramatically. so what it says to me the real choice is when you enter a war, and when you enter a war pecially when it goes into a lesson you don't anticipation which is losing there are virtually no options. you know that decision of entering a war and understanding i think from the beginning what th

and there are, of course, some examples from vietnam as well. the book is two parts pragmatism.ne of the things i'm proudest of is there's a great deal of material in the book with current applications from iraq and from afghanistan. and this twist, again, the title of the panel, politics, legality, tactics. it's proportionality that determines how those things interrelate and where you come out on a particular issue. one of the great scholars staid that the term itself -- said that the term itself is clunky and inexpressive, and this book is our answer to try to get around the inexpressivity of the term. there it is. but it took a whole book to do it. the concept of proportionality is hard in a sense partly because it's inexpress i, but also because it's very context explicit, which is why you've got to take the time to really get the depth of where it comes from and what it means and how it's been twisted over time in terms of meanings. the danger in that, though, is that it's always used in a highly emotional, highly emotive, highly politicized or highly charged atmosphere. f

i had been a student of vietnam before that. but his basic outrage came from, after being part of the pentagon papers study is what it was, he came to the conclusion that american policy makers weren't stupid. they had done analysis after analysis and they kept coming to the conclusion that what they needed to do in vietnam was x but politically they weren't willing to do that so they were only willing to do y so they were following policy y cynically, knowing that the probability of success was low. so they were taking a politically expedient route against what they -- what policy prescription actually said if you wanted to succeed you would have to do. i thought a lot about that as we went through this. it is a very difficult question to ask because you ask yourself at each stage, what do the american people know? who is supposed to tell them? how much are they supposed to know? i think that we struggle today with trying to explain something as complex as afghanistan and not doing it in an organized enough manner. you know, if

i'm a vietnam veteran. i'm a member of an organization called veterans for peace.you may or may not be aware of it but i have met a lot of iraqi veterans of that organization although we tend to be overly represented by old folks like me. but i just want to say our perspective is really that we can't allow ourselves to say war is normal and that's acceptable. no one knows better than a veteran what the cost of war really is. unfortunately we have a country where that's 1% of the population at this point that i've experienced it. our mission is really to educate the american people are ultimately accountable for sending you guys wherever you went and for people to understand it. we have to find alternatives to wars as an instrument of our national policy. if anyone is interested in learning more about the organization veterans for peace you can google it and get our web site. he just wanted to let people know that there are veterans who are i think finding some healing in trying to prevent their kids from having to live through what they have lived through. thank yo
