president vietor: last question. all this us to do with climate change and the proximity to the ocean beach and all the construction around ocean beach and the issues they have had already. erosion. is this something that has been considered as far as future development? >> i am not an expert on sea level rise. i know our ceqa staff at the planning department took a careful look get all comment related issues, and i believe came to the conclusion in the ceqa documents that there is no sea level rise issues. parkmerced is a little higher up from sea level than you might expect. i do not have the elevation here. it was never raised as an issue during the review process. president vietor: i think it is a great project. it has sustainable alamance. things that address a lot of the puc issues. commissioners, any questions or comments? >> commissioners, we did have three modifications to the agenda item. this has to do with the protection of our century as pipeline no. 3 which runs through the development site -- san andre

president vietor: thank ycommis? i have had one conversation with steve, and i will have more before this comes back. one of my objections for this document is to the extent that recounted this time, we give meaningful definition to the challenge we face in making the decisions of 2018, and i think we are part way there. i do not think we are all of the way there yet. some of that depends on the urban water management plans for our whole fill customers' -- are wholesale customers. but i think this is clearly the time that we need to be clarified that challenge, and i think we have a good start on the information to do that. interestingly, the next and this comes up to be around 2015, and by that time, we should be able to describe what the devil we are doing for the 2018 challenge, so i think the timing is actually fortuitous, that this is a good kick off to preparing this commission to making the decisions, and 2015 will be a good time for the culmination of that. any other comments? seeing none, i will call the pub

president vietor:. >> good afternoon, commissioners -- president vietor:. >> good afternoon, commissioners. as is my wanted, in going to rain on the parade -- as is my wont, i am going to rain on the parade. someone has to. most environmentalists are strongly opposed to this project. i will not bore you with the details on that, but one of them is the rent control thing is not assured. that is one reason for their opposition. specifically for your task as a commission and an agency, one of the main reasons we oppose what does apply here is the greenhouse gas assumptions. first, you will see if you look closely at the materials, there will be no leveling off of greenhouse gas emissions until 2012. we are reaching climate crisis tipping point now that need to be aggressively addressed in the next 10 years. the reason the project is so problematic, the main reason is that it destroys 1538 garden apartments and rebuilt. when you do that, that is a major carbon emissions problem. it takes so long to get to a good carbon future, and most environmental groups do not believe it ever will, because

president vietor: thank you. thanks. >> i take it everyone knows where parkmerced is located in the city and county of san francisco? it is the far northwest county -- far northwest corner of the county. >> whose district is it in? >> this is district 7, supervisor sean elsbernd's district. i should mention the supervisor is a strong proponent of the project. i will present an overview of the project in its totality, presenting some of the fiscal benefits for the city, and focused in on how the developmental agreements and whatsfpuc's obligations are under the agreement. as the acting general manager, michael karlin stated there was no public money involved in at this project and the sfpuc was not obligated to spend money on this project. is entirely a private effort. subject to approval by the board of supervisors, there are a series of development agreements. i take it the commission is familiar with the development agreement. the most important thing to note is this is a contract that runs with the land. regar

commissioner vietor: thank you. that is helpful. commissioner moran: a couple of commons -- one is on the retail side of things, i have spent some time working with staff, understanding kind of the limits of what we are doing on the conservation front. at first blush, the active conservation numbers look a little small. what i have learned in that process is one of the reasons that those numbers look small is that we have done an awful lot through riding coats and enforcing codes, so we are getting significant results out of those activities, and they do not show up. i also was pushing to see whether there was a financial cut off that we had established. if you have 100 options, and you rank them by how much they cost, have we decided that we would not do 20% of them? the answer to that is no. we decided there may be one project that we cut because of financial considerations, but it sounds like that was really more for performance reasons. the plant that is in front of us -- the plan that is in front of us represents everything tha

president vietor: hearing none, this meeting is adjourned. >> from our new headquarters building. the sfpuc is used to doing things. we build and maintain dams, treatment plants, transmission lines, water and sewer mains. at the same time, our staff has always been in rented headquarters. we thought it was time to own that, too. this is the time and place, 525 golden gate. this is a milestone in the project for building. in about 30 years, we will have paid off the building, and then it will be free to our ratepayers. it makes sense for them and also makes sense for green purposes. this will be one of the most sustainable buildings anywhere around. it is going to generate power and also used 55% less power than and regular building. ed will send off more non- potable water for more uses in the area. it will be a wonderful thing to live around and be involved in. we are celebrating this topping off. we have done some research. topping off ceremonies started back in roman times. people would have a ceremony when they finished building the roof of a house. as they finished, it was tr

president vietor: hearing none, this meeting is adjourned. >> good afternoon. thanks so much for joining us. we are excited to could be here today. the assessor recorder cost of this is excited to announce it again that we have come to the rescue of the city budget. over the years, we have been able to continue to bring in more money than expected. this year was no exception. even given the huge hurricane of appeals, we are able to bring in about $50 million above our projection for the city budget. that will help this year's city budget and also next year's budget. behind me are some of the people who will talk about the very important things that the money will go to. just to give you a sense of what we are talking about, the $50 million is almost 20% of the $300 million budget deficit. we also want you to know, $24 million of that will go to the general fund. if it were allocated exactly as general fund was broken up, then it would be $9.5 million for public safety, $6.5 million for human services, $5.2 million for health services, $4.5 million for the seven
