vincent cignarella joins us now. vincent cignarella joins us now.ice of global macro squawk. really, and of the bull run? -- the end of the bull run? the problemincent: with treasuries and the problem we are seeing with rates as i think the fed is way behind the curve in fixing the fed funds rate and having inverted the curve. we will see the treasury coming up in the fourth quarter with large issuance. the problem, i am just going to say it very briefly, repo, is funding that issuance. if that becomes a problem, which it likely will be, you have a withtion of less buyers the treasury being on the sell side. this volume of treasuries is going to hit the street, likely backup the 10 year. could see it back to that 2.3% level, give or take. we saw the run from november. if you look at the chart, you can see this great run from 2018. it bottomed out at about 1.45%. i think it is simply going to be a supply and demand issue. alix: the counter to that as we will have higher yields in the u.s. and everyone will want to sell euro bonds and come into the u.

vincent: a petrol currency.ry: that would change a lot of relationships with emerging markets in particular. if you look at the 1970's, 1980's, 1990's, the 2000's, 2010's, the strong oil decades were the weaker dollar decades. that was the biggest source of our current account deficits. that is no longer the case, so if you switch that on its head, think about places like india, that run a current account deficits, and if the dollar were to rise when oil prices went up -- vincent: india is one of the economies -- right.that is it was disrupt a whole series of correlations and relationships. alix: so is it? barry: it could very well be! we are moving that direction for sure. the history of this is pretty profound, right? because the single factor that drove our current account deficit from 1%, where it was from world war ii all the way through the middle 1960's, was when we started running energy trade deficit. and then we had the big deficits in the 1970's when the dollar was decidedly weak. that was finding of

let's come back to vincent cignarella. the band is meeting today and tomorrow. -- the fed is meeting today and tomorrow. is there anything they should do about this? vincent: they could potentially lower the ioa are when they cut the fed funds rate by 25 basis points. markets need to understand this is not a new phenomenon. prior to greenspan, this was the tool of choice for how to control the fed funds rate. when the market was too awash with cash, they would do what they called mac sales. they would give to the treasuries to the bank and take money out of the system. there were specialists who watched the fed do this to try to gauge if the fed was tightening or easing. we did not have the communication we have now. you watched this trend develop in the 1980's and 1990's, and you decided the fed is letting the fed funds rate rise, therefore they must be looking to raise interest rates. this is nothing more than adding cash to a system temporarily. david: it is a tricky time for the fed with everyone wondering how much the

vincent: or foreign investment. that is the real kick.ith that 15% lower tiered level, if they can attract foreign investment at the local tax rate, look at what happened with ireland. they brought a lot of business to the country. that is the benefit. but i think it is a little more specific for india as opposed to a global. alix: but now i think apple is regretting that because they might have to pay some back taxes. vincent: getting a better accountant maybe? i don't know. [laughter] alix: it does raise the performance we have seen in emerging markets versus the wider world. you wind up getting some fiscal, movie that -- some fiscal, maybe that changes the dynamic. does that narrative start to change? i don't know if it is going to work, but it could. romaine: it is at least an attempt. alix: i will take that. it also leads to the fact that we are looking at central banks that have thrown everything at everything. if there is anything we have learned, it is that they are still trying to stimulate growth, but negative rates in particula

vincent: that is the real perfect point.ugust was a tumultuous month, and everyone is looking for something to hold onto. the 10 year yield, 60 basis nowts below ioer, and reversing the course with bond yields. alix: there can still be more of a move, right? you have jp morgan's analysts "you're going to have the fundamental investors, the value rotation can continue, regardless of what winds up happening with trade." that begs the question for me, how much more rotation do we need to see to bring back the pension funds? gina: on that point, you have to see more than just yields reversing a little bit of their rally. what really drives value trades and factor rotation? in our opinion, a lot of it is revision momentum and earnings. to support a shift into value, you have to have value companies, value stocks experience a positive revision momentum, which has been the bigger driver of performance over this entire cycle. energy companies are the perfect example. they cannot find any positive earnings revisions. financials very
