you serve virginia, we serve you. we serve all virginians well when we run a wise and frugal government, defend individual liberties and the rule of law, and care more about enacting good policies than making a good quote. simply put, our people want results, not rhetoric. they want solutions and not sound bites. over the past two years i say that's how we have governed together. working across party lines last year we put the most new funding into transportation in a generation. i want to thank the leadership of speaker bill howell in this effort. as a result, over $4 billion in new funding was provided in our six-year highway plan to support road and rail projects across the state. this funding has supported hundreds of projects and the advertisements and award of nearly $2 billion in new funding -- of new contracts in 2011. it's also made possible public-private partnerships like the midtown/downtown tunnel in hampton roads. the coal fields expressway in southwest virginia. route 58. and the i-95 hov lanes in north

the largest in the history of virginia. so i say to you, if we can't find the resolve to use 1/8 of 1% of the budget for additional transportation maintenance funding, then we are not serious about maintaining our transportation infrastructure in virginia. we will also propose some other reforms to virginia department of transportation and reduce timelines for construction and other things to make our road building projects go smoother. we will reform and promote new expansions in the port of virginia. a great asset for us that can be a global leader in international shipping, and the growing space port on the eastern shore. i think it is also time that we address head on, ladies and gentlemen, the hard realities of our woefully underfunded state retirement system. as of the june valuation, the funding status of the system was 70% for state employees and 66% for teachers. you read the j. lark report. they said the numbers will go to 63 and 61% respectively in 2013. that's unsustainable. i do not want to pass this problem on

, northwestern virginia, into maryland. passing by harper's ferry. dissatisfaction with the pace of mcclellan's movements, especially those in the east, were particularly acute in the congress where after the unfortunate situation that occurred at ball's bluff in the fall of 1861, they formed a committee, a joint committee, on the conduct of the war, and began to demand that the young napoleon come up to capitol hill and explain to him how he was going to win the war in the next spring campaign. mcclellan really resented these people in congress. then, as now, united states congress didn't include very many members who had any personal experience of maneuvering troops or even living in the field. mcclellan felt aggrieved at this. as he wrote to his wife, makes me feel heavy at heart when i satisfy the weakness and the unfitness of the poor beings who control the destiny of our country. this is not from a gallup poll. we should note that in all honesty, mcclellan didn't get along with the congress, although he did all right
