the virginia state capitol is a symbol of not only virginia, but of virginia people that served in public service and virginia principals that have gone on to inform american principles of self-government. you walk into this building every january and you feel the public puzzle pulse beating inss historic landmark and brand new underground extension that welcomes visitors to the capitol. the capitol itself is on one level a pretty good fine arts museum, with a sizable collection of paintings and of sculpture. it is also really convincing civic classroom. we get about 118,000 visitors each year coming to see the capitol building. they're coming to see it for all kinds of reasons. some of them want to visit a recognized historical attraction. some are coming here for civics education. some of them are coming here to participate in the process of self government. and all of them, i hope, will gain an appreciation for a time-tested workplace for enduring american principles. many of those principles having been engineered in virginia, going all the way back to the beginnings of our general as

those bills took virginia in the wrong direction. they attacked women's rights, equality for lgbt people, and access to the voting booth. they hurt our environment and they , made virginia less safe. i honestly wish they'd never made it to my desk. because the passage hurt us. heard a reputation. i vetoed those bills because, in a new virginia economy, we are about the business of bringing people together and lifting everyone up, not tearing them apart or dragging them down. [applause] in the coming years, i hope you will build on that foundation by using your voices and your votes to make virginia more equal, more just, and more prosperous for all people, no matter whom they are, where they live or whom they love. another guiding principle that has served this administration well is the incredible importance of second chances. nobody no one lives a perfect , life. we all do things we we have regretted. we all make mistakes. personally, the next time someone offers me a ride on a horse in africa, i'll take a seat at the bar instead.

all without putting up a single dollar of virginia taxpayer money. as some of you may recall, expanding medicaid coverage to working virginians is an issue i have felt very passionate about for the last four years. i will tell you this -- i am passionate. i am passionate because i know as many of you do the benefit it would bring to our economy and to our budget. i am passionate because i have met hospital administrators ral communities who say they needed to survive. i am passionate because i've looks mothers, fathers, sons, and daughters in the eye and learned how they cannot care for their families and they cannot deserve lives they because they cannot get the health care they need. you can end the waiting peri period. - waiting you can end the hurt. hospitals are struggling to stay open because they can care for these virginians but they are not being reimbursed for their expenses. put the politics aside, it is time to expand medicaid in the commonwealth of virginia. usually when i've risen in the past i've told stories about virginia dreamers. we have about 13,000 dreamers in virginia and i've highlighted stories of dreamers from latin america, dreamers from africa, dreamers from sweden, dreamers from asia. one of the students i talked about, gloria, just graduated from william and mary law school within the last month and thus became the first dreamer to be a law school graduate in virginia and one of the few dreamers who have attained a law degree in the united states. i talked about her story, but, today i decided know the to talk about stories of individuals again, but to kind of put it in context with the message really being the time is now to make a decision. we don't need more information. we just need the will to act and do what i think is the right and fair thing to do. because we've been at this discussion now, it's hard to believe we've been at this discussion for 16 years. american public, democrats, republicans, and independents overwhelmingly support a permanent solution for dreamers and it's not that-- it's
