we've had the honor of being governors of virginia. we've both been in the positions of workforces and i know as a businessss guy, you could tell w lwell a business would do on how you treated your workforce. that's the most important asset you have, the human capital. if we think back over the last decade we've even through tight financial times we've found ways and appropriately so for our military to get funded. we've found ways irresponsibly to dramatically cut our taxes particularly from folks at the top. and everyro time we've had to ty to make cutbacks where we've made cutbacks is where we call domestic discretionary, which in english is things like the tsa, like air traffic controllers, and the agriculture department,e the coast guard. and even year whenever we find -- we cut those programs, as a matter of fact domestic discretionary spending is at the lowest percentage its been since the 1960s. so we've asked all these folks who are furloughed or being asked to work without pay we've asked them to do more with less. we -- for

virginia. one out of every four adults in west virginia is covered by west virginia medicaid. three out of five low income individuals one out of every two children born in west virginia are covered by medicaid. three out of four of all our nursing home residents and one out of every few people with disabilities. so, in west virginia, medicaid has quite a large footprint in the health care system. so, when the decision was to whether or not we were going to expand medicaid under the aca, one of the things that was taken into consideration is we need a healthy work force in west virginia. our economy is changing, and at that time, we were starting to see the rise of the opioid epidemic in west virginia. 20,000 of our medicaid expansion members actually have a primary diagnosis of sud. 50,000 of our expansions members actually have a secondary diagnosis of sud. and so, when we expand medicaid in west virginia we used one of the flexibilities offered and we use it modified 1115 waiver in order to

virginia has a significant coast guard presence, especially in hampton roads in northern virginia. virginians perform all the missions that the coast guard is entrusted to perform, search and rescue, drug interdiction, military missioned, law enforcement. the coast guard honor guard that covers funerals and ceremonies all over the world is based in virginia. so is the unit that provides it's services, including cutters that are currently at sea like the u.s.s.berthel, which deployed out on sunday. the coast guard, as the president knows, but it sometimes is a little bit confusing, not just to the public but even to the military, is that they're unique in the shutdown because they are a branch of the military, but they're budgeted through the department of homeland security, not the department of defense. d.o.d. was funded by the work that this senate and the house and the president did, appropriations bills that were signed earlier in the year. so every other branch of the military is currently funded. the d.h.s., however, is not funded. so the coast guard is the one military branc

i just spent a month in huntington, west virginia. they have been effective in bringing down the overdose rate, in part through law enforcement. that's important. there are other elements to it including cutting back on the prescribing giving people who are addicted to these drugs access to treatment and breaking down the stigma around drug addiction. i think that's one of the biggest issues thanks many of whom don't become addicted because they began by experimenting with drugs. they took the drugs as they were prescribed. >> the subtitle is the opioid tragedy in three acts. is that cycle that you went through the three acts that you talk about? >> yes. i look at the origins of this. one thing in writing the book and why this one on and has gone on for two decades is that you wonder where the alarm bells are being wrong. why was this a long allowed to drag on for so long. where were the early warnings. one thing that became quite apparent is that they were deeply disturbed in the very first years of this epidemic. they saw the signs.

you open the story of the american opioid crisis in wilmington, west virginia in the mid-1990s. why there and why then? >> when i was researching the book, one of the things that was most surprising to me, the book came out in my reporting for the guardian, i am talking to people in west virginia which is a crucible of the epidemic and remains the epicenter to the extent it was by far the highest overdose rate in the country. one of the things that are striking to me with the number of people i spoke to the talked about being sworn into addiction through prescribing in the late 90s and early 2000s, i was struck by the fact that this was an epidemic begun under bill clinton's presidency and had run through george bush george w. bush and barack obama and here we were finally at the end of the obama presidency into the trump presidency before getting the kind of national attention that it needed. i decided to go back and look at where it began. west virginia really calculated a lot of elements of the epidemic, but one of them was the prescribing, the beginning of the prescribing, v
