the first legal code in virginia which marshall code extended all the way from the outbreak of the war 1609-1610 through to 1618. i make this point, because this is the context, this is the background to the great reforms of 1619. earlier, the colony had suffered from arbitrary government, property owned by the company. this was not conducive to attracting the kind of numbers of immigrants that the virginia company needed. a lot of people are familiar that in 1619, the first representative assembly met at jamestown. that is fine as far as it goes, because that was the capstone of the great reforms. the great reforms of 1619 are -- embrace what you see on the slide there. -- the architect of those reforms is this man, sir sands. we will take sometime to talk about him, because he is quite remarkable, and understanding the reforms he proposed and the ambition behind these reforms takes us some way to understanding the significance of 6019. sir edwin sands was the son of the archbishop of york, his namesake. his father was in exile. he had fled to geneva during the role of the catholic qu

marshall was a federalist. in 1798 washington summoned him to mount vernon and told him he had to run for congress. the federalist party was weak in virginia. in washington thought it needed new, younger blood. marshall is a lawyer in private practice. he needed the income and get refusing and decided i cannot say no to the greatest man on earth. i just have to get up at the crack of dawn and get outta here. then he put on his old uniform. so marshall as he put it, he acceded to this representation. he ran for congress. and then it was from congress that president john adams picked him to be secretary of state after he had a cabinet shakeup. then at the end of adams term, adams loses the election of 1800. to thomas jefferson, it is their rematch. adams had been him narrowly in 1796. 1800 was a blue wave. jefferson won the white house and jeffersons party took both parties of congress from the federalist. so in this lame-duck., adams and his secretary of state are trying to fill the federal judiciary with federalists. then adams gets a letter from then-current chief justice ellsworth. ellsworth said he had gout and so he was leaving the job

marshals. 4,400 d.e.a. agents. i had an experience last year that was very vivid to me. i visited a federal prison in petersburg, virginia. i had the chance to really eyeball the challenges that our prison guards deal with because the staffing ratios are such that one guard, especially on an evening shift, is responsible for a wing of the prison where there may be 100 to 150 inmates. it is a very tough situation from a security standpoint, because if there were to be a problem in one of the rooms and a guard goes into the room and there is 25 people in the room -- and that was not uncommon -- while tending to a problem, others could overpower that one guard, and on the entire wing there is just one. this is a very, very difficult job. and the notion that now they are deep into week three, these corrections agents, and they are not being paid is just shocking. i have a letter sitting on my desk from federal prison guards at a federal prison facility in southwest virginia imploring us to reopen government because their job is toe difficult that it just compounds when they're not being paid. d.e.a. agents, u.s. marshals, f.
