at walter reed, for example, psychotic usage has decreased from over 80% to 8.5% in the last year and a half among our wounded warriors. this is a good news story. we are doing our best to replicate it at other army escalations. the problem is having people who are trained in alternative pain management who can work these reductions. this type of challenge will help us decrease the number of accidental overdoses, medication diversion, and drug abuse. these are important elements of the army's holistic medical campaign plan. over all we of that -- made great progress. although i could talk for hours about individual efforts, that is not to say there are problems where there is still significant room for improvement. the reality is we as a department and a nation will be dealing with the symptoms and effects of these injuries for decades to come. make no mistake, this is where your money will be spent. if you are one of those people that that is the only thing that turns you on, okay. this is where it is going to be spent. when you looked at those numbers, when you looked at 66% of my m

i spent 11 months in walter reed hospital. it is a great hospital. i never thought i wanted to spend that much time there. [laughter] but they got me out of bed and got me on my feet. i can walk around pretty well. i never could write well, so that is not a problem. the bottom line as i see it is, as you go through life, did you make a difference? it does not have to be a difference for a million people. did you make a difference for one person or two person's? i tried, in my own little way, to call somebody or do something so i can say at the end of the day, i made a little different in that person's life. i talk to them on the phone. pat mentioned the world war ii memorial, the veterans memorial. we raise $195 million. tomorrow morning, there will be about 300 world war ii veterans in six states who will come at 1030. elizabeth is a great help to me. she will be there and we will try to reach as many as we can. they are your fathers and our grandfathers and the people who really made this country great. thanks for coming. we will see you at the nex

inspiration for our wounded warriors recovering at walter reed from athletes who know a thing or twobout overcoming adversity. the haitian amputee soccer team taking to the field across our region. yesterday they held a clinic for the wounded warriors at rfk stadium. most of the men and women on the team lost a limb during the earthquake in haiti in 2010. they say they are now able to play soccer thanks in part to american charities that fitted them with prosthetics. >> they don't need to let the loss of a limb, an amputation, to slow them down. it's possible to play soccer. it's possible to play soccer at a very high level. >> the knights of columbus and project medishare cosponsor the haitian soccer team and organized the clinic. >> wow, they move fast. that is so cool. >>> one of our own was recognized for her philanthropic work in the d.c. area. tracee wilkins was honored at the 40 under 40 awards. wilkins has founded several mentoring groups since she was in high school, and she's currently the vice president of frostburg state university's alumni group that helps students after

speaker, yesterday i had the privilege and the humbling experience of going to walter reed at bethesda. it's a magnificent medical complex and our young men and women deserve that kind of treatment. i was so impressed. visiting the wounded i encountered a lance corporal who was wounded during his second tour in afghanistan standing there in his room with his mother, he asked me, why are we still in afghanistan? and i looked at his mother and i looked at his face. i said, i don't know. i said, there are a few of us in the house trying to get our troops back home before 2014, 2015. mr. speaker, i have beside me a photograph of a triple amputee, a soldier with his wife who's lost both legs and an arm. yesterday, i noted to the doctor who was escorting me around that i saw more double amputees than ever before. saw some down in the rehabilitation -- excuse me -- rehab center and saw those in the rooms that have not gotten to that point yet because of their severe wounds. he said, congressman, the number of double amputees is going up every week, every month and it will continue to go up. m

so there you're looking at the video at walter reed and various other places where the team is encouraging have you listen to a sound bite from one of the team members as to why they have such great grat tatitude towardd states. >> most of the haitians can live life now because of the soldiers. they came with the boat, the big ship, into the boat. they take all the worst people we have -- they bring them on the boat and do surgery for them. >> we know houthousands of peop lost limbs, but the gratitude of the haitians to the american and one particular organization called healing haiti's children's program gave limbs to these soccer players and to many others and then gave them a year of physical therapy. so enormous gratitude there for u.s. involvement in helping haiti's -- haitians heal. and just such an inspirational story. you're seeing soldiers bringing supplies to haiti. just enormous gratitude and just a story of inspiration on a physical level, on a spiritual level, and just inspiring in every single way. >> the team, do they travel around, bringing goodwill? >> erick tyes, the team
