my name is walter park. i attended the california council on disability access here and last week in sacramento. it was by telephone. i wanted to report to you on that. the item of concern was the parking policy from san francisco mta, also mod staff and gave lengthy presentations and about 14 people from the public spoke. everyone of those was opposed to the proposed limitations on the use of placards and blue zones except one from ilcrc. most said they consider this to be a reversal or betrayal of that. another said and many actually said that a major theme was to divides the problem of the misuse of placards. not by people with disabilities. yes we have fraudulent use. that must be addressed. some suggested the responsibility for addressing that lies with the dmv and mta. they do not have in place right now for placards or for people that have died and people are abusing these. they need do that. one person referred to the fact that you can go to a placard mill and buy one. charging for parking is not goi
