supervisor walton? >> supervisor walton: thank you so much, chair fewer. thank you for your presentation, cheief nance. i do have a couple of questions. the first one is how many vacant positions do you currently have at j.p.d. at this time? >> so currently, there are ten vacant positions in our department. one is the information services technology director position. we've already interviewed for that position and are seeking to issue an offer in the next couple of days. there are two accountant positions. currently, we're working with controller's internalship program to provide our accountant services, so we're seeking to fill those positions. there is at least one program administrative analyst position. that person transferred to the m.t.a. on may 4, and then, there are seven or six positions associated with deputy probation officers, so there are six vacancies in the deputy probation officer position. >> supervisor walton: and i missed a little bit of the slides. i was trying to follow on the back, as well. did you present on your overtime budget? >>

supervisor walton? >> supervisor walton: thank you so much, president yee. first, i want to start off by saying thank you to the majority of my colleagues. we actually have nine of my colleagues who have signed on to this for a total of ten who are in support of this much needed and important change in transformation in our juvenile justice system. i also want to say thank you to my dream team in district 10, especially tracey brown, who has been a leader working closely with supervisor ronen's office and her strong team, as well as supervisor haney's office as we fight to work on this important legislation for our young people. with that said, i just want to go over a few points that i think are important as we get ready to move towards a vote, and then, i have a few amendments that we are adding to the ordinance. but one, i want to be clear that we would never put a system in place that is worse than our current juvenile hall. we are proposing an alternate tiff to juvenile hall that also provides a true opportunity for young people to be rehabilitated. job

supervisor walton, please ask your opening question. >> thank you, madam clerk. thank you so much, madam mayor. just want to thank you for all of your work to address the issues around the population and commend you for all of the resources dedicated to providing houses for those in need in san francisco. as you know with the current new count of the unhoused population in san francisco, we have an increased amount of people living in their vehicles and even more so in district 10. i know you dedicated $1 million towards locating a place for people to live in vehicles and receive services. what more can we do together to address this growing number of people, live flag their vehicles, as we share the number one goal of providing housing for people who do not have it? >> so san francisco, like so many cities around the bay area not only saw an increase in the number, sadly, of people who are living -- who are homeless in san francisco, but saw an uptick in the number of people living in their vehicling last year. as we watch communities up and down the west coast

supervisor walton, for introducing these items. colleagues, it is a to brainer we should support the tobacco on city property. the legislation, however, to restrict a sale, manufacturer and distribution of ecigarettes lead to some robust policy and discussions. like many of us, my colleagues, i met with the small business community, namely the grossers, the owners of grocerrers and i want to recognise their plight. i know families put everything into their businesses but times have greatly changed. our corner stores used to be a one-stop shop for everything, milk, egg and other products. over time, there has become more reliance on unhealthy and dangerous products making these stores vile. viable and this isa good option but that is the reality. as i think more about how retail has changed and the challenges these predominantly immigrant businesses face, i come back to this moral dilemma how would i feel if a retailer came to me to ask me my opposition to ban assault rifles knowing how dangerous assault rifles are to make a profit.

thank you. >> supervisor mandelman: thank you, supervisor walton. i just -- unless supervisor stefani has anything you want to say? not yet. you're percolating. all right. i'll say a few things. i've had a few concerns about this proposal. i actually heard all of them addressed and this is one of the reasons we have these hearings, elected officials. early on, we heard from someone on the issue of harm reduction, and whether -- whether e-cigarettes are a form of harm reduction, we should be thinking about them in that way. i have wrestled, you know, as the author of legislation furthering our movement toward legalization of cannabis in the city and allowing temporary permits for cannabis events. also have wrestled with the question whether prohibition is the right approach with any kind of drugs. and then i've had concerns about impacts on small businesses. i did hear, i thought, compelling responses to each of those concerns today. we heard pretty unequivocally from the public health experts who have been working on cigarettes and tobacco for a lon

supervisor walton? >> supervisor walton: thank you, madame clerk. first i'll start with the report on the terms of joint powers board. four things i want to highlight. we're in open dialogue about the right organizational form for caltrain going forward in order to carry 250,000 riders. we need to identify a structure to step in that capacity. with that said, second point, you saw resolution introduced by supervisor peskin and i last week. i want to thank supervisor peskin for introducing the resolution in my absence. but the resolution is to support a strengthened independent agency to lead the next generation of regionally significant projects and endeavors towards a future caltrain high-speed rail corridor between san francisco in gilroy, which means caltrain is growing. we need the governing structure in place to support the growth and want to work towards developing what that structure looks like. the third point, there has been a conversation at the joint powers board about a tax measure to develop consistent funding source for caltrain, which

thank you. >> supervisor walton: thank you. dennis kelly, rashan murray, judy smith, ben minore, ronald shucart, chris rice, and tony alan. >> i'm dave fagan, california association of district merchants, past president of the business commission. there are many retailers that wanted to be here today, but they're busy working, trying to keep their business open. i and all of them oppose this ban. bans like this hurt small businesses and have no indication they do actually curb youth access. in fact, the california department of public health says that the small businesses have the best rate of success in preventing youth access. small businesses are the answers to this problem, not the problem itself. at the end of the day, we're all working for the same goal of preventing youth access. however, this ban does affect our neighborhoods, which are struggling with vacant storefronts, and having vacant storefronts, you know, will affect the quality of life for the residents in your neighborhoods. when you do have a struggling busine

supervisor walton? >> thank you. i do want to reiterate my thanks to my colleagues on the board of education and city college board of trustees, and the parents, and the families, and of course, school personnel who came out today. i will not go into context i. i think supervisor safai did a good job of talking about and framing the conversation of why we are here today, but i do just want to thank supervisor safai because at the time of the incident, my youngest son is at balboa and i also have a connection with the family, so supervisor safai jumped right in as a member of the board of supervisors because balboa is in his district, and i had the opportunity to jump in and engage as a member of the board of education. one of the most pertinent things that we wanted to make sure happened is that we push forward and put the right policies in place so that we can avoid incidents like this from ever happening again. as a parent, as a former member of the board of education, and someone who has worked with young people m

supervisor walton? >> supervisor walton: thank you. sululagi was a long-time activist in san francisco. as an original member of the mission rebels, who fought street violence in urban neighborhoods, sulu worked hard across all communities to stop senseless violence. he lost his own son in 1984 to a drive-by shooting after playing basketball with his church. a park in district 9 is named after his son because that's where he learned to play basketball. as a former executive director for the samoan community center, sulu worked to bring communities together through generations. he implemented programs to get kids off the streets and into programs that mentored them to create positive impacts for the community as a whole. sulu was also passionate about justice, and he dedicated his life to bridging the reciprocal relationships between youth and the elderly and working to make change from the inside and out to create peace in our communities. sulu was also a former member of the housing authority commission, the southeast working group, s
