live in the news room, jenelle wang. >> it's 5:06. authorities are investigating a bizarre chase at the bay bridge toll plaza. the chp caught a man last night who climbed into a toll booth and used an underground tunnel to get into the caltrain's administration building. the officer swung the plaza about 8 p.m.. officers pulled over a driver on the bus ramp heading towards the toll plaza and asked him to get out of his car and that's when he ran. he dropped a gun along the way and headed into the toll booth and into the tunnel. no one was hurt during his capture. >> a santa clara college student is suing the f.b.i. for putting a gps tracking device on his car. the council on american/islamic relations is filing the lawsuit. it claims the f.b.i. violated his civil rights by not obtaining a warrant. the f.b.i. will not discuss the lawsuit but said in the past that court decisions consistently backed the practice of using gps tracking in public spaces without a warrant. >> supervisor pier is planning to kick off her candidatessy for mayo

the twist you can't resist. >> i'm jenelle wang live in the news room. i have an update on the largest earthquake to ever hit japan and the fifth largest earthquake ever. we want to show you the devastating pictures, the 8.9 earthquake hit 2:86 local time in japan. this is the epicenter. this is a farm town 200 miles northeast of tokyo. police have told us they have found 200 to 300 bodies in that town. walls of muddy water as high as 23 feet what i said out towns including hundreds of homes, rice fields, cars, trucks, boats, roadways destroyed the sendi airport. 88 confirmed dead in other parts of the country. with hundreds of homes wiped out, police believe they will find more bodies. many unable to run and escape the ferocious tsunami. the town of nuagi seeing severe damage. dozens of countries along the pacific ocean. the government ordered thousands of residents to evacuate near a nuclear power plant because the plant's system was unable to cool the reactor. it's not leaking but it's being shut down and evacuateses are being reported because of the

let's cross over to emily wang to check on thelatest. emily? >> reporter: ross, well, the morning sex ended-the morning session just ended 20 minutes ago. they are responding to an intervention by g-7 members. with that the nikkei recovered to the 9,000 level this morning on expectations that the agreement could stop a further appreciation in the yen. the nikkei is now just closed the morning session at 9120. it is up 1.7%. and that's the equivalent of 158 points. topix closed 821, up 11 points and that's 1.3%. over in the foreign exchange market, dollar yen is currently trading at the mid 81 yen level. before the mark opened the yen was changing hands at the low 79 level and then rose two yen within the first half hour of trading. keep in mind, the yen had just hit the historic high of 76.25 on thursday morning. so, for now, we are seeing the affects of intervention with the yen back up above 81. now, the g-7 agreement has so far brought the yen's level close to what it was before the earthquake struck last friday. as for trading today, there

gentleman janelle wang is live. we're running out of 408 numbers and cpuc believes they will be all gone by the end of 2012. it's going to be 669, it sounds weird but we've been through this before. the entire bay area used to be 415. this is over 16 years ago but as more people populating the area, south bay got new area code, 408. cell phones and pagers, we got 510, 831, 925. north american planning administrator is holding public meetings over the next few days to introduce 669. two options, one is to split the geological area, one area is one area code and that means a lot of people have to get their numbers changed. but there a straight divide. but the more popular way recently is to do an overlay. whoever the 408 gets to keep their numbers. any new numbers will be assigned to 669 but that means you'll have to dial 11 digits calling somebody else in the south bay. they have been used seven digital numbers. it means a lot of businesses will have to shell out money to change their stationary and vis advertising.

here's emily wang with the latest. >> reporter: ross, the nikkei index broke below the key 9,000 mark again this morning as current yen levels are keeping the pressure on markets already hit hard by the latest developments. the morning session, trading session just ended 50 minutes ago. the nikkei average closed the morning session at 8903. it is down over 2%. top ix is trading lower at 802. down 1.8%. shares are down in most sectors with major electronics manufacturers, as well as automakers trading lower once again. keep in mind, many japanese companies have assumed a dollar yen rate of around 80 level. so it could cut in to an export of profits. given that exports are a key driver of the economic recovery in japan, the yen's current levels could hurt not only the exporters but also japan's economic recovery. overall as investors become more nervous they are more risk averse and we could see volatile moves in markets around the world. . on that note, back to you in the studio. ross? >> that was emily wang at the tokyo stock exchange. >>> the g-7 nations will hold an emergency meetin

janelle wang is live at u.c.entists said they have seen evidence of radiation. >> reporter: they have. a diplomat said he has access to radiation tracking equipment and he said it has reached to southern california but the first readings show a billion times lower than what would be health threatening. as for here, they picked up traces of radiation on the monitors. don't be alarmed, tiny particles are so small. students have been monitoring the readings. according to our partner, they did find traces of radiation particles yesterday but very diffuse. they tried to calm the fears. >> reporter: this one model forecast that the radiation plume from japan's failing nuclear reactor will reach california, but first of all there is no plume and second of all, you can't predict how the weather is going to carry the particles. this diplomat confirming radiation has reached southern california but it is a billion times lower than what would be health threatening. >>> let's move on to other news. there is a major new revel

. >> i'm jenelle wang. we have an update on that earthquake in japan and the massive tsunami that swept over the country afterwards. airports in japan have been shut down including tokyo. all flights have been cancelled into japan. the airport which is the epicenter has been completely destroyed so the u.s. state department is urging all americans not to travel to the country. nonessential travel is being strongly restricted and forbidden. the u.s. state embassy has also said they've accounted for all the people, all the americans working in japan. but the death toll in japan is at 60 right now and dozens are missing. that is expected to rise. this earthquake hit around 2:45 friday afternoon. it was a devastating 8.9 earthquake. a massive tsunami has swept over the northern part of the country right after. waves as high as 30 feet. there have been over 50 aftershocks, most over a magnitude of 5.0. towns wiped out. rice patties destroyed. an airport has also been destroyed. we have emily live from the usgs.
