in 2000 i worked with congressman henry and my other colleagues to create the early warning reporting system to deal with the firestone rollover defects that killed more than 250 people. time for the bush administration to implement our law they acquiesced to gm. i wrote an amendment to require automakers to automatically submit documents like accident reports into the early warning reporting system. that way consumers, safety experts, all of the department of transportation could get early warnings before a date of death passes. the bill passed without those requirements. in 2012, the automakers also opposed another requirement to make more information public that were in the senate's transportation bill. enough is enough. i call upon the automakers and transportation departments to support the bill i introduced along with richard blumenthal last week to ensure tragically -- automakersld require to submit the documents that first alerts them to fatal accidents involving their vehicles to a searchable early warning reporting system. two, it would require the transportation department

you can hear the tsunami warning sirens going off. tonight as the search goes on in the indian ocean. teams looking for any sign of debris from malaysian airlines flight 370. the search will now be focused to the east where teams have been looking. they will now have a nuclear submarine from the uk. the search so far has yielded nothing and today australian officials warned that there is no end in sight for searching for this airliner. we'll have more on what the lead investigator has said. but first atika schubert joins me live. do we know if they have abandoned the area they were searching in the last couple of days or has that been completely searched? >> reporter: it's been completely searched. that's why they've moved it over slightly to the east. they're looking for debris constantly on the move. so they're projecting where the plane might have gone down and trying to figure out where the debris might be. that's why they've moved a little further east. unfortunately, it's disappointing they haven't found any. >> it's largely gue

we warned that would happen. the way that works is the majority can get around the budget rules that limit spending if they propose to offset new spending with new, higher taxes. so we are witnessing today exactly what i warned would happen. the minority has lost a procedural tool to block spending increases as long as they are paid for by more taxes. what we agreed to in -- under the budget control act was if you spent -- you couldn't spend above this limit. if you raised taxes, it would be used to reduce the deficit. so now we have been able to switch that around so the rising of taxes are allowed to increase new spending. so these deficit reserve funds have been used by senator reid and the majority to pass or propose an additional $13 billion in spending above the caps already. now, the unemployment bill still triggers a long-term deficit point of order because it uses revenue timing shifts to conceal long-term deficit impact, so it's still in violation of the budget, even though two of the points of order ar
