speaker, i rise today to honor the memory of washington county commissioner, ted berth, who passed away last week. mr. emmer: ted was leekted to the county board in 2012 and re-elected in 2014 representing washington county's second district. however, ted's long record of public service began more than 40 years ago when he was elected to the oakdale city council in 1974. ted spent an inimpressive 26 years of service as a city councilmember and mayor. his commitment to minnesota and his community goes well beyond elected office. as a marine corps veteran, he was also involved in the oakdale veterans' memorial committee. he was a beloved member of our commute and dedicated public servant. despite his declining health, he stayed involved and in touch with county staffers and fellow commissioners. ted was known for his strong leadership and ability to forge lasting connections. i wish ted's family peace during this siff time and assure them that he will be greatly missed by many minnesotaans. i yield back. the speaker pro tempore: for what purpose does the gentleman from south carolina seek

a newly released report says richland county councilman kelvin washington claimed he'd only had one beer before a crash saturday night. washington is charged with felony dui. the highway patrol officer who responded says the councilman and his car had aa strong odor of alcohol. an incident report notes there were no skid marks---meaning no indication of washington car slammed into the other vehicle. the driver of that second car suffered a severe head injury, his passenger had minor injuries. according to the report, washington failed a field sobriety test at the hospital e-r. thth trooper says he was forced to get a search warrant because washington refused to volunatrily provide a blood sample. richland county investigators now have a suspect for the murder of a person found dead in a crashed vehicle. 17-year-old jose reyes is charged with the murder of 18 year old jaelen josey. according to investstators, reyes shot and killed josey after an attempted armed robbery on seton hall drive last night.. they say reyes and the victim knew each other. richland county deputies found josey with
