handle the monumental job. >> the deep jagged cracks scarred a legendary landmark, but the washington monuments on its way to its original condition. the monument's stayed in the hands of contractors ready to fix the flaws. shawn keneely is the chief of facility management. he says the work is about to begin to repair the damage caused by the 2011 5.8 magnitude earthquake. we had cracks, systpawlk, a num of repairs that are needed. >> the first step is to put up scaffolding, the same technique used more than a decade ago for the monday muppet upgrades keneely says the scaffolding will go up and begin next week. the scaffolding will go a bit higher than 550 feet. you won't see rappelling, but workers on the scaffolding at different levels doing their work. they're start from the top and work their way down. >> reporter: tackling the restoration is difficult, but what's important to stakeholders is to make the repairs without looking like any of the -- >> they have to put humpty-dumpty back together again as exactly as it was, or it loses the historical authenticity. >> reporter: the final outco

they think it's called a washington monument strategy, used for many decades in budget fights. you take the most revered, highest symbol of government and threaten to shut it down. you say we're going to close the washington monument. >> more important than that, i would imagine, let me just jump in, for all americans, when you here they're going to close air traffic towers, you get concerned because people fly for business or personal reasons. that's part of the automatic cut. have republicans offered an alternative? >> republicans -- first of all they've offered alternatives to the sequester, which is to cut more entitlement spending. democrats absolutely did not accept that just as republicans don't accept the democratic plan to have a mix of cuts and tax increases. but i think if you talk to veterans of the government, who are republicans, they'll say that the cabinet departments have more flexibility dealing with cuts than they're saying. it doesn't mean people have to be laid off or furloughed. the cabinet secretaries have authority to move money around. on furloughs, the

they call it the washington monument strategy.never there is some sort of budget cuts, the things that you say you're going to be cut have to be the most visible and popular. you close down the washington monument immediately. barack obama is reading of the script. that's in the context of the budget. the cbo says this year it will be 85 chilean. it will be 42. gerri: i want to ask you about that. gerri: according to your reporting what the cbo that it will actually be half of the 85 billion, less than that. why? >> i think it just takes time for government to do everything. if you order them to do 85 billion they will get half of it done. so they say about 44 billion. that is one-half percent of the federal budget. so, look, this -- the whole sequester, it's stupid, was designed in a way to the crude and unpalatable to both sides. obviously a smarter way to do this. what both sides do is to sit down and give the administration more flexibility or figure out how to shifted around in accounts, but there is no reason that we cannot
