radley balko is the author of the book, "rise of the warrior cop: the militarization of america's police forces." he also blogs for "the washingtonpost." talk about the level of militarization of this police department, what you saw as he watched the police for the first days of the protests. >> i think what we saw was the manifestation of what is been going on for 30 to 35 years. it seems particularly bad in ferguson, but a lot of what we a st. louisson was county police department sending in their swat teams and tactical teams for what i guess that would call preserve order in ferguson. this has been happening since the early 1980's. the transfer from the pentagon of surplus military equipment began early in the reagan administration in formally and formalized by congress in the 1990's. we have literally had millions of pieces of equipment from the military exchange this way. after september 11, the department of homeland security started sending out checks to buy new military grade equipment from companies that have now sprung up to build that equipment. this is what we're seeing in not a local issue, really. this has been dri

washington post." also the author of "rise of the warrior cop." and the director of the cato institu institute.dad usa was the headline showing a picture of ferguson. someone made this tweet comparing his gear in iraq to what officers in ferguson are wearing. really striking how armed people are in these suburbs. the program is known as 1033. tell me about it. why did this come into being and why would a police department need grenade launchers? >> it came into being informally in the early '80s during the reagan administration when reagan sort of off the cuff instructed the pentagon to start making surplus military equipment available to police departments across the country. it was formalized in the '90ss with the 1033 program which established a budget and an office. what we've seen is literally millions of pieces of military equipment transferred from the pentagon to local police departments. and i think it's important to stress. this is equipment that was designed for use on a battle field. designed to kill, you know, and annihilate a foreign army. and it's being used on american streets a

washington and in our state capitals. i want honest people who will think about creative solutions to vexing situations. i have nothing personally against barack obama. he's helped us raise a lot of money for wounded warriors. i support some of his programs like mentoring poor children. but there is no point in history that president obama is not effectively running the country. obama needs to fire his crew and get some experienced people to advise him on vital issues. again, 65% of american adults believe the president is not an effective problem-solver. boy, do we have problems. now for our top story tonight. am i being too harsh on the president? >> a little bit. he's not responsible for every single thing that's gone bad. iraq, you know, yes. he probably should have been on top of this sooner. i'll give you one quick example. from day one of this administration, the president handed the iraq account to vice president biden. who made the call? not the president of the united states. it was vice president biden. >> you said that i'm being too harsh. >> because you're painting this picture that everything he's touched has just fallen apart. >> did i not back it up? va scandal, caught by surprise? >> va of

so joining us now from ferguson, missouri, "washington post" reporter radially balance could. he's the author of "rise of the warrior we've talked about this before. just how expansive has this become in middle america? >> well, it's been everywhere, not just middle america. this pentagon program that's been giving this stuff away since the early 1980s, it's been going to police departments all across the country. you've got the department of homeland security that's been giving out grants to buy new military-grade equipment and so you've got, you know, tiny towns across the country that are getting these mine-resistant ambush protected vehicles that were designed for use in war in iraq and afghanistan that are now being used on main street. so the question of the gear itself and whether that's appropriate for policing, but there's also the question of the mindset that you sort of instill in police officers when you dress them in camouflage and give them military-grade weapons and military-grade vehicles and whether that's appropriate in domestic policing. i argue that it isn't. >> and of course s.w.a.t. teams, he w
