"tif" funding essentially borrows against the projected revenue of an existing project. the dollars generated from the turbines near harris will generate more than 170- thousand dollars a year for tif projects. that's three and a half million over 20-years. stephanie: some in the greater sibley community don't agree with how that money will be used. the city held a public hearing on the matter. farmers associated with the wind farm are furious and say no other options for raising money were ever discussed. despite their objections the city plans to more forward with the tif funding.
