fox5's lindsay watts has a story you'll only see on fox5. >>reporter: we obtained this letter that four board members sent to governor larry hogan. it makes some serious claims say ing the grades are being plan imented to boost the graduation rate in prince george's county. the letter go onto say that whiz letter blowers have clear and convincing efforts that pg have graduated hundreds of students who did not meet graduation requirements. h they tell the governor they believe this h go es to the highest level of the school system saying it's been happening since 2014, soon after dr. kevin maxwell was appointed as ceo of schools. maxwell has made it a top priority to boost the county's graduation rate which had been lagging the state average. it looked like a success story with record numbers announced earlier this year. we reached out to govern or larry hogan's office and a spokes woman tells us that i can confirm that the governor 's office is in receipt of this letter, the allegations are very concerning and they have been forwarded to the
