abc z7 news reporter wayne friedman is live near the fire lines with the latest update. >> reporter: we were getting low temperatures and we do have an inversion layer this morning and that was happening firefighters but the inversion layer has burned off, the wind has come up and as you see over my shoulder now we have more smoke and afternoon activity. that 3200 acres is about to change. 30% about to change. we don't know what those new numbers will be but they have been the same for quite a while. it's certainly better than yesterday. let's begin with amy head of the california -- of cal fire. >> so it seems to be coming up again. it's not like yesterday, though, is it? >> no, not like yesterday. we did have a little cool weather come in last night that helped and it stayed a lot cooler than yesterday. but there's a little wind picking up. >> reporter: in a fire like this, wind and heat are the enemies. in an area with so many hot spots, the wind has a way of wreaking havoc, a gust, a burst, a flare-up. after a quiet morning that's what we saw about 1:00 p.m. when the sun came out

in napa county, wayne friedman, abc 7 news. >>> let's take another look now at that fire from sky 7 hd. the wind conditions have been changing. we want to check in right now with meteorologist sandy patel or what the conditions are right now at the napa fire. >> it's been a little bit breezy but not as hot. let me show you live doppler 7 hd and you can see the radar signature there. that's not rain, that's actually the smoke from the fire being detected by our radar up on mt. st. helena. take a look at the conditions. relative humidity is a little higher than yesterday at this time, it's 31%. southwesterly wind to 3, that's sustained, but gusts to 9 miles per hour. now this evening we are expecting the marine layer to start to influence the weather there, which means humidity will be going up slowly but surely as the night goes on but they will still have to contend with occasional gusty winds up there. i'll be back with a look at your fourth of july forecast in a few minutes. >> thanks very much. >>> the federal government will pay for most of the cost of fighting the napa wildfire. g

abc 7 news reporter wayne friedman has been at the scene all day.ne. >> reporter: all day, waiting to drain the fuel. they tell us a few minutes ago that tanker truck behind me is all empty but this started this morning. everyone has been frustrated. the chp has been frustrated which is why they now talk about a worst-case scenario in which sir francis drake boulevard might not open until tomorrow morning. it all depends on the damage beneath the truck. here's what we do know. as it was this morning the commute was a mess. traffic backed up on the richmond ridge all due to this tanker truck that overturned spread across woekt lanes of sir francis drake boulevard and began leaking fuel, as many as 4,000 gallons by some estimates now, up from the 1,700 we heard this morning. none of it spilled into the bay thanks to the containment by the san quentin fire department. we have homes evacuated along with 40 people. you might wonder what's taken so long. let's begin with the rig itself. both of these tanks have holes in them. >> the trailer was difficult
