supervisor weiner: thank you. yesterday, we had a hearing on this issue, the proposal to restrict off-leash access. it was a very productive hearing. we had a ton of people come out from the public to testify, a lot of people who had never been to city hall before. i also want to acknowledge gg came out as well. we had good feedback from animal control as well. in addition, since we called for this hearing and introduced -- took up this resolution, there has been more interaction between the city and ggnra, including meetings with city departments. i am pleased with that. i have very serious concerns about this plan in terms of the impact it will have on dogs and their owners in san francisco, as well as the impact on our city parks. for that reason, i cannot support what ggnra is doing, and they need to go back to the drawing board and come up with a different plan. the mayor is requesting we continue this for two weeks. he would like the opportunity to engage directly with ggnra on this issue to see if there is

supervisor weiner: i have asked to this privately. it is now on my time. >> so i can breathe now, thank you. supervisor weiner: i still think this is a really important point and issue, and i would like to hear perspective on that. i was not on the board when trinity was negotiated. i do not remember whether tenants groups formally endorsed it. there seemed to be broad consensus by the end on it. there was probably some, but not overwhelming. casta hawkins was around there. another have been some intervening for decisions related to bmr apartments. i still do not totally understand why there was such approaching consensus around trinity, which may not have been as big as parkmerced, but it was a significant number of units, and why there is such behemoths opposition now. i understand the issues around the transformation of this neighborhood. i understand that. but focusing on the casta hawkins issue -- why the 180 degree flip? >> i was not involved in the trinity deal. something was going on in my life at a time. -- at the time. i rai

supervisor weiner: it is a hearing only. chairperson mar: it has been moved to continue to the call of the chair. i am calling to ask mr. snyder to ask about the transportation plan. there will be an additional number of residential units and commercial space. what is the transportation plan? has that been developed by the planning department? >> i guess i would describe the transportation plan in three components. the big move for transportation is that we are providing a new street grid to allow a greater sense of permeability through from the hollywood in from visitation valley, through the neighborhood so you are not faced with a parking lot. as a part of the candlestick improvements, which this project is not immediately responsible for, a big component of what they are doing is bus rapid transit. that facility is being accommodated by our zoning to assure there is not room -- to assure there is enough room for rapid transit. as this project has evolved over the years, a shuttle program that is part of their transportat

supervisor weiner: with respect to the brown act, i do not know if it matters, but in terms of -- the agenda is not in a vacuum. their attachments to the agenda, hyperlinks on the website. and i believe they are in the binder in the clerk's office. that includes all the documentation from the planning department, which made crystal clear this was about 726 boxes. so i am not sure. i am not an expert on the brown act in terms of whether you just look at the face of the agenda or all the attachments, but anyone and glancing at the attachments would know this is about the entire project. i also have a question. given that the appellate are now taking the position that this is the brown act violation, i do not know whether it was, it strikes me that it might not have been, but if they are taking that position, i have concerns about conducting a hearing and then having the appellants potentially raise the issue in court later. then the whole process topples down. i would request guidance from the city attorney. i was hoping that even if we were able to continue this item that we would at l

michael weiner is with ucsf and the san francisco va medical center. he says the new guidelines specify how individuals can now be diagnosed with preclinical alzheimer's. >> preclinical alzheimer's means a person who is completely normal has no symptoms but they have evidence of alzheimer's pathology in their brains. >> reporter: evidence in the form of experimental biological markers seen on brain scans and in blood tests or spinal taps. dr. weiner says these guidelines move the field toward earlier diagnosis and treatment. >> in the future we hope to have a true prevention study where normal people in their 50s, 60s or 70s who have no symptoms could have treatments which prevented the development of the pathology in their brain and that will come. >> reporter: currently nearly 5.5 million americans have alzheimer's disease or dementia. now that number could more than double with these new guidelines, which comes from the national institutes of health and the alzheimer's association. the hope is it to help patients and their families prepare emotional

supervisor weiner? supervisor weiner: i have a question, i don't know if it's for planning or the city attorney. but supervisor campos made a reference to the cost of hawkins issues being potentially speculating that we're potentially speculating whether it would be enforceable. and i guess sort of a combination comment and question that there are -- in any major development agreement it seems that there are a lot of aspects of it where you're making predictions that are never 100% certain. so we're making predictions did the transportation aspects of it, and at some point down the line, say, the rerouting of the m, something could come up that would require a reanalysis or a change to that, and if that happens in the middle of a major development where something unanticipated happens or something you thought wasn't going to happen happens, what do you do. >> it's a good question in terms of it defining the situation more broadly than just the issue of the rent control, think the city attorney spoke tha
