i am -- i appreciate the work that supervisor weiner has done on this. my commission has had the most exhaustive issues with the public. i think the main issue is the economic hardship thing. i think this is a much better version than what we had. this will apply to different districts. it was created because of a certain type of development that they thought was stylistically inappropriate and very unattractive stucco boxes were being billed to the district. now there will be an exemption for people to build the same unattractive boxes in the same districts. i think more thought has to be given to this on a district by district basis. the vagueness of what it means that safeguard standards will still be protected, i think that is too vague. i think it needs more work. on that one, and on the secretary standards, i do not think that the planning commission has charter purview over interpreting the standards, anymore than my commission has the right to china in on the service in transportation. it is simply beyond their expertise. my commission desk -- i'

supervisor weiner? president chiu: colleagues, today i am introducing in legislation that would establish an urban agriculture program to oversee and coordinate all of our urban agriculture activities, and to adopt goals for the city related to urban agriculture. we right now are in the middle of a new movement in cities around the country to reflect a new interest in healthy and sustainable living through urban agriculture. since 2008, over two dozen urban gardens have been created in san francisco. with many, there are significant weight lists of residents who want to garden, in many cases over two years long. this would allow for the production and sale of things that are grown to urban agriculture. at this time, we need to take the next step. i want to take a moment to think -- thank spur, which looked recently in two ways to expand public and private land for agriculture in san francisco. the highlighted the fact that we have seven different agencies that run different aspects of urban agriculture,

supervisor weiner: i will be supporting the legislation today. i want to thank the authors for being flexible, the ethics commission for its work. i had raised a number of concerns. the most significant was what i believe is the chronic over funding of the public finance and fund. -- financing fund. by putting in a lower cap, i think we have addressed that issue. we will have enough funding for the races without taking much- needed general fund money for the account. with regards to the $250,000 cap for supervisor races, although that tap was higher than i wanted it to be, i am comfortable with it, keeping in mind there will no longer be any public matching of funds above that tap -- cap. this would eliminate the 421 match -- four to one match, and decrease the amount of public funding going into these campaigns. given the supreme court funding and lack of match above the -- finding and lack of match above the cap, i believe the race soon as appropriate. that is why i will be supporting this legislation today. president chiu: the first vote is on
