when we say we have your back, i promise you, we keep our word. i have talked to folks in joplin who have sent volunteers down here. we will be here until you completely rebuild. we mean it. i want everybody to have that confidence. all the people here behind me, i want to say how proud i am of them, how grateful i am of their service. i want to make one final comment. a lot of the first responders talked about the training they have done. in part through some federal grants to prepare for disasters like this. as a consequence, they know what to do. they are not losing time. they are able to go through all the drills. training, education, in both citizenry and first responders is critical. we need to make sure that remains. i'm confident resources will remain. there is also the ongoing training and equipment that we are making sure that those things are not shortchanged. we cannot just wait until the disaster happens. in part that is how we are able to save a lot of lives. i want everybody to keep that in mind. let me say thank you to everybody he

we also offer two mural programs, one that we fund ourselves directly and one that we offer community groups $2,000 to paint murals in the community. the idea is that that program is a matching program so community groups can match up to $2,000 with any type of community effort so they can get an artist to donate the art work, you can get somebody to donate paint, their volunteer hours count against the matching, so all of that is helpful in terms of getting them going. and what we really found is that some groups will use the two thousand and spend 12,000 on doing a mural. the best one i've seen, we had a high school do two dugouts that were constantly being hit, it cost them $750 and we have no problem with the dugouts any more. public awareness, we have a very, very substantial public awareness campaign. we have media support from all of our local radio, television and print media outlets and the other presentation i did, if anyone is interested i can show you some of the clips but we have basically almost every radio station in town is producing -- and television station in town i

we had changed the way we operate. we have spun number of faith based services, world vision. the also work withhe faith community to raise additional resources. a large load of en route has raised $40 million around malaria control right now. it's also about implementation and engagement. in our new funding model, we have shifted the process around. it was always intended that faith base communities be part of our coordinating mechanisms, but it did not always work well. our new mechanisms are working on that more and more and are welcoming people into our dialogue that lead to a country plan from all walks of life. we're working with eight communities in the u.s. to identify in these countries who should get the table. who needs to be engaged in the conversation. they need to be part of the national planning, because they do so much on their own. even if we don't funnel money to them, they need to be part of the national plan or the national approach to make sure that we come back and ultimately eliminate malaria. what you are saying is with these faith based groups, in your

we have to invest in a lot of things as we think about how we could have prevented that kind of horrible activity in the boston marathon. and we will make our events safe, i assure you of that. whether it's mohammed looking at every trash can or officers making sure everyone is safe in our events, working together, every event that we have in our city is important to us, the public and the visitors and the residents be safe. and we have a tremendous amount of events that happen in our city. all through this summer rec and park has got huge numbers of events that draw a lot of people. that money will come right back to our neighborhoods as we all work together, along with the events that we have along our waterfront all year long, along with the ones that we know every year like the beta breakers. this year we have a deficit that's smaller than in past years. a year ago we were facing $170 million deficit. we have a 7.6% unemployment rate. this year and the next -- we do two-year budgets, by the way. this year it's about 123 million deficit for this next fiscal year. the following year of

we like to say we are about equal opportunity. we need to change the way we educate our children. most of us will move to neighborhoods with great public schools. or we will save to send our kids to the private schools if that is what it takes. there are far too many kids who live in neighborhoods better trap with bad local options. what we do? there are a couple of things we have done and louisiana. i will start with a simple idea. but the dollar's fall of the child care did not make the -- make the dollars follow up the child. did not make the child followed the dollar. let me tell you what that means to us creek we fought hard to pass one of the most governments of scholarships for our dollars dollars the kid, because every child learns differently. some kids will do great in a public school. some kids will do great on an on-line school. the point is let the moms and dads decided they know their children better than anybody else. when we proposed this, the teachers' union said parents do not have a clue when it comes to making choices for their kids. i cannot imagine anything m

we do lose supply how do we replenish that. san francisco does not have a lot of storage space so we are not able to store medications to a great extent in the area. >> i was just going to echo, our capability does come with its own internal pharmaceutical supply, although it is limited and so that would be important for us to understand what the resupply process would be as we move forward on that. so we can certainly hit the ground running, but then we would need some sort shortly thereafter. >> mine is a two-part question. we've seen in ismat turkey in 1999 a number of walking wounded that will immediately overwhelm the medical response community and then how do you disallow them immediate health care and the specter of reality tv, so that would be the first part, managing expectation in our gold standard health care system. the other part of that response, to maximize the saving of lives, they actually severed limbs in the response process to maximize the safing lives. have we talked about indemnify case of our medical resp

we think we are saving lives. we know we are saving lives. stop and frisk is something -- that practice has been embedded in law enforcement throughout the world. not just throughout the country. it was validated by supreme court decision terry versus ohio in 1968. legislation or laws exist in all 50 states in the country. it's a practice not invented here. one of the things that has happened is we have started to record it more accurately. as a result, there is a perception that the numbers have gone up dramatically. they really haven't. we have done a lot of training. we are not unaware of the controversy it causes. it's an ongoing training program for a police officer but it is a tool. only a tool in the toolbox. it is not the be-all and end- all. we are doing a lot more to address the problems of crime. last year, was the lowest year for murders in the city in 52 years and the lowest year for shootings in 20 years. this year, we are running 30% below that number. so something right is going on here. it translates into saved lives. we unde

but we have done more here than any other city because we felt we had to. we have a security initiative, 1.7 square miles south of canal street. ,e have thousands of cameras like the great readers, radiation detectors. camera,ve thousands of radiation detectors. we monitor with public and private sector people, stakeholders. we have taken that concept and migrated up to midtown manhattan. street.60th we are increasing the numbers of cameras we have in place. now tying in cameras in other parts of the city. we do have our own investigations. we have the most diverse police department probably anywhere now. in our last seven police academy classes, of 1000 or more recruits, each one of those classes have recruits born in 50 or more countries. for that diversity gives us a lot of flexibility and helps us interact with the many communities of this city but also enable us to do investigations. so we have personnel and we have the technology committed to the issue. you will see uniformed response, critical vehicles. you will see them deploy at iconic locations an

i think we forget in san francisco much of what we see here and we live it and it's unique. there is not a status of women in other places and not this program that is supported in the city like san francisco. you don't have a small business assistance center in most cities in the country. we live in a context that is unique and we forget it's not the way it is across the country and keep that in mind as we talk about this, but as we talk about women owned businesses and the larger businesses funded by sba funding and to give you context. first off the san francisco district serves northern california, santa cruz to the border and san francisco is not all of what we do. in san francisco last year we did about 200 sba loans and average loan size is $500,000. it's pretty good size. it's not the micro-programs that we support through the lenders and working solutions is one of those and we have others in the city and the bay area so we so micro-lending support but the main program is a guarantee loan program and 100 banks do those loans in the area and just san francisco city w

we said in 1986 as a country we will do it one time only and here we are saying we will do it again. do it again, i think we should expect more unlawful immigrants. our study looks at just the ms the -- amnesty proposal. within that, there are dynamic elements. our authors calculated we expect that unlawful immigrants will see an increase in wages after amnesty. we included that as part of our analysis. and in fact, we see that during the interim phase i was talking about, their taxes will go up, because they will also most likely move from -- right now we estimate unlawful immigrants work off the books about half the time and once in full amnesty, we expect 90% of the work will be on the books. our study looking at amnesty in that sense does have dynamic elements. what we have not been at this point is look at immigration reform altogether. there are parts of immigration reform -- undoubtedly, maybe not part of this bill -- but we can perceive of some reforms that could lead to economic growth. but this study is looking at amnesty, which we oppose and we do not think is necessary to
