host: congressman welshed. -- welch.st: the biggest problem we have in this country is getting people back to work. 9.2% unemployment. millions of people are only working part time when they need full-time work. wages have been absolutely stagnant. you are right. the bottom line is that we have to do two things at once. we need to find places to invest to make education better and more accessible, to rebuild our infrastructure. the roads, bridges, the necessity to have broadband deployed throughout the country, the waters and sewer systems throughout our country are in need of great repair. our ports and airports. all these things are becoming second-rate compared to many of our competitor countries. if we rebuild that, that is infrastructure that serves not just you and me, but generations that follow us. that is an area where we have to invest. other things -- we really have got to make reforms to try to limit the spending, like the pentagon. like, for instance, health care expenses. if we find a better way to deliver

i rise in support of the welch-cohen amendment. this noncontroversial amendment states an important fact that was not mentioned in the findings section. i'm -- the critical fact keystone x.l. will run through the world's largest fresh water aquifer, the ogallala aquifer, which provides drinking water for millions of americans. this essential part of the pipeline that must be considered by the state department and the american public before granting a determination of national interest. our amendment also states the results of the only independent assessment of the worst-case spills for the proposed keystone x.l. pipeline, a report that indicates the trans-canada has greatly understated the pipeline's risks. perhaps the most important component of the report is the discovery that even a small undetected leak of an underground representure of the pipeline in the nebraska sand hills can produce almost 5 billion gallons of groundwater, a risk for anyone using this aquifer, for drinking water or for anyone using for other purposes. and

welch: thank you, mr. speaker. one of the major decision this is congress has to make and for which we need a recommendation from the appropriations committee for the defense subcommittee is whether nation building is a wise strategy, a sustainable strategy, an an affordable strategy and effective strategy in afghanistan. we had a debate on that policy. there was a bipartisan vote, 204 members, suggesting it was time to call into question the wisdom, sustainability andesquiveness of nation building. one of the things that we have provided to our commanders in order for them to be able to do hearts and minds civic projects, roads, bridges, schools, is a $400 million fund that they can use completely at their discretion. now this sounds like a good idea. if you're going to ask the military to win hearts and minds, not just use military power to fight battles, then a discretionary fund can seemingly make some sense. the question, though, is upon review, it turns out that these roads, these bridges, these canals, almos

"the washington post" recently reported that the afghan government is taxing american aid. we send money there to build a road. we have to hire contractors in order to do that. and the afghan government is trying to tax that money for their own coffers. so it's not enough that our taxpayers are spending billions of dollars on projects to rebuild their infrastructure. the afghan government is literally trying to reach in the pocket and double dip and tax our taxpayers for our taxpayers' generosity in giving them money. . how does that make any sense at all? after this was reported, they are stepping up their efforts to grab that cash. they are doing things like threatening to detain contractors. if they don't pay up, take money that's assigned to buil

welch: thank you, mr. chairman. one of the questions, central questions congress must address is whether to continue the policy of nation building in afghanistan. as previous speakers have indicated, it's expensive. it's also very questionable as to whether it's anything but a fail wrur. the cornerstone of the nation building program is the commander's emergency response program. that gives the commanders flexibility at their own discretion to authorize significant infrastructure projects in afghanistan, the goal being to win hearts and minds of the afghan citizens. when you lay it out by its intentions, it's a very reasonable tool to provide to our commanders. the problem is, the evidence is in and it has been a failure. the $400 million commanders emergency response program, serp is a central component of what i believe is a failed nation building strategy. and the fundamental question here is this. does the defense appropriations bill double down on the nation building approach which has been drawn into such ques
