we begin our coverage this evening with nbc's kristen welker. >> reporter: the president says the $25 billion settlement will require america's five biggest banks to right the wrongs of the foreclosure crisis. >> they'll reduce loans for families who owe more on their homes than they are worth and deliver some measure of justice to for families that are victims of abusive practices. >> reporter: under the deal of 4 million families closed on this year, 750,000 could qualify for payments as much as $2,000. tim and his wife and son lost this home a year and a half ago after he lost his job, and his wife lost her business. he may qualify for a check. >> i think it's a token amount. the whole settlement is a sham and an insult to homeowners like myself. >> reporter: most of the settlement money would go to reduce loan balances for about 1 million families who are delinquent on payments and owe more than their homes are worth. some families under water but current on payments could also be helped, allowed to refinance at lower rates. the deal would help only a fraction of the 11 million ho

to break it down for us, we're joined by kristen welker.like to begin with the announcement surrounding the big money agreement for homeowners. i guess welcome relief for so many in need across the country. is this white house seeing this as something of a victory? >> reporter: they are because this is the largest state-federal industry settlement in u.s. history. second of all because they say it will help as many as two million homeowners, and also because they believe this deal really holds banks accountable. on that third point, martin, you're seeing a lot of groups seeing a lot of progressive groups come out and say they're happy with this deal. it's not perfect, but they're happy it does have the potential to hold banks accountable by allowing for an investigation into the role that banks played in causing the financial crisis and the housing crisis. not everyone is happy. a number of consumer groups said it doesn't go far enough. it doesn't help enough homeowners. all in all it will help more than a million according to estimates. th

we're joined by kristen welker.s matter has angered many and become a hot button issue for republicans who are looking to dethrone the president. jay carney said in that same briefing that the president would work with institutions to strike a balance. it doesn't look as they will completely step away from this, does it? >> reporter: it doesn't look that way. white house press secretary, jay carney, was pretty adamant that's not what the administration was saying. they do seem to be signaling a willingness to compromise. carney both yesterday and today pointed to the fact there's this one year transition period that's been built into this decision which will allow the administration to work with catholic universities and hospitals to try to, and i'm going to quote from the atd mrgs, allay some of their concerns. when pressed about what that meant, we didn't get a direct answer. it's not clear what that means to allay some of their concerns. there does seem to be a willingness to compromise that's coming out both yes

kristen welker is live at the white house.ems to be a complete gutting of no child left behind. what is the goal of the obama administration in regard to this announcement? >> it does gut no child left behind for some extent. no child left behind is a bubl era laws that aims to make all students proficient in reading and math that. criticism stems from the fact folks said it was penalizing schools that didn't live up to yearly standards. stripping federal funding from some of those schools, for example. this september president obama said states can obtain a waiver from no child left behind, as long as they provide a viable alternative educational plan, a plan that shows they will get students ready for college and the work force. the big announcement today is that ten schools do, in fact, qualify for that. this is a big deal because just as of last year about half of the nation schools were getting a failing grade under no child left behind. big announcement coming shortly. >> kristen welker at the white house, thank you so m
