on the north lawn with new numbers, new polls, and, wendell, not much good news for the president. >> well, the low enrollment numbers were expected. more people getting to the end stage of the sign-up process, not all of them are enrolling, suggesting it's not all the fault of a slow website. the first month's enrollment was a fraction of what was expected. 106,000 people instead of the nearly half million estimate from september 5th. only 27,000 were on federal instead of state websites and it's unclear how many actually completed payment. nearly 400,000 people have signed up for medicaid or children's health insurance and nearly a million have been found eligible for the insurance exchange but haven't selected a plan. even before the numbers were released, white house press secretary jay carney was pushing down expectations. >> i promise you that no one will be satisfied with the numbers because they will be below what we sought prior to the launch. >> reporter: white house officials blame problems with the healthcare.gov website which they said would be functioning normally for t

this messaging problem persists with explaining to people the benefits and how as wendell and others have pointed out, it's this system that has existed prior to this, you could not get health care coverage if you were sick. the benefits outweigh the -- some of this difficulties we're seeing. pre preexisting, conditions, don't get discriminated against, women who need mammograms can get a mammogram. cannot successfully communicate all of the pluses and especially now when there's so many negatives with the website, this website is an alba tros around the president's neck and he's trying to come back and take the narrative back. that's why he's going to talk sooner rather than later. especially as these numbers, poll numbers are so, so bad right now. >> you wrote about the article that you have up, the making of obama care management failure, the notion that obama wasn't clued in seems to defy logic there. why does that defy logic for you. >> well, i said in that paragraph that there are a couple of things that would explain that, that being that this is an extraordinarily important l

and wendell, there are people, who for example brought up the issue of blood transfusion. and other issues that other medical procedures that may be seen as one religion as a tab boo or something against their faith. this is not just about contraception. >> that's absolutely right. if you start here and allow corporations to exclude contraception because of religious beliefs, where does it end? there may be companies like gentlemen ho gentlem jevofah's witnesses like you mentioned. and setting up a dangerous precedent. >> do you believe any of the ceos or companies will delve into this knowing they are a part of the health care process and this journey that our country is going through and providing affordable health care? >> i would say probably will stay clear of this. they might file a brief with the court. i kind of doubt it. they would prefer to not have to worry about this because the -- it is something insurance companies have done for many years and they prefer to keep it that way. >> thank you both. as well. thank you very much. >> we're following severe weather n

wendell with the story at the white house. is it a successful fix if you can't get on? >> reporter: well, the goal is a situation where 80% of the people can log on at any one time and trying to build virtual waiting rooms for the remainder so you can do other stuff and your computer will alert you when enrollment facilities are available. but if 80% of people can log on, that means 20% have failed. that's not acceptable, republicans say 20% failure rate not acceptable in private industry. california congressman darrell issa says the folks are setting the bar pretty low. >> i don't think there's any question that the administration, which promised to complete a marathon in essentially 60 days, going from a failed website to a successful one, will now simply define success as going 50 feet or 100 feet on that multi-marathon. >> reporter: issa and conley are reforming information to the way the federal government buys technology. they say the federal government pays too much and gets less than the private sector. >> one campaign for the went site has been, well, we don't

for "the los angeles times" and the author of the recent book "the new deal on modern history and wendellance executive with a new ebook coming out december 6th entitled "obama care what's in it for me." tell me what happened when you got her on the phone and started comparing the plan she had to what she could get? >> it was clear to me when i listened to her when i read about what she had said and looked at the clips that she wasn't telling the whole story and probably didn't understand herself what her options were. so i had her on the phone. i had covered california in our state's exchange app and she was surprised to learn this 400 some odd dollar a month plan she was pitched was not the best plan she could get. she could get a better plan than she had for much less money than she was paying because she had as many people who have had policies canceled have had, she had junk insurance. it didn't really cover very much. under obama care she was eligible -- first of all, she was eligible for $200 a month in income subsidies, premium subsidies and she could get a bronze plan far superio

bret. >> wendell, thank you. as wendell just mentioned, there's a big issue with these cancelled policies. several states have seen hundreds of thousands of cancellation notices sent in the mail. you can see the numbers right here. the three states with the highest totals are california, new jersey and florida. white house officials claim insurers, not the law itself for the problem. critics say the administration should have known about the consequences of the law's rules and mandates or, worse, they did. now to chief national correspondent jim engel with a look at who's enrolling in the exchanges, who's getting cancellation notices and why website troubles aside they are behind their target in the obama care rollout. >> reporter: while obama care forced the cancellation of more than four million policy that say didn't meet the new standards, it's only signed up roughly one-tenth that number. >> if 40,000 people enrolled in the federal exchanges, that calculates to about 1% of the folks who they would like to ha

the impact on insurance companies, wendell golar on the white house strategy. we begin with chief congressional correspondent mike emanuel on capitol hill where there was lots of action today. good evening, mike. >> reporter: chris, good evening. despite a veto threat, republicans and a few dozen democrats passed a bill to honor a promise they say president obama did not keep. >> the bill is passed. >> reporter: by a 261-157 vote including 39 democrats supporting it, the house passed energy and commerce chairman fred upton's keep your health care act. >> our straightforward one-page bill says if you like your current coverage, you should be able to keep it. the president should heed his own advice and work with us, the congress, as the founders intended, not around the legislative process. >> reporter: in july only 22 democrats voted to delay the individual mandate. and 35 supported delaying the employer mandate. this time democratic leadership hoping to stop members from voting for the upton measure made several attempts at trying to defeat the bill. they expr

wendell, appreciate your time.t are the numbers as you know it right now, and give us your professional analysis of how good or bad it is with the numbers. >> well, i think the numbers are going to be really terrific. already the administration saying the site can accommodate 25,000 people at one time. it will soon be up to 50,000. and my understanding is, they expect that they can accommodate 800,000 people in a given 24-hour period. that's a lot of people. and we're talking about something also that is going to be spread out over quite a long time. i think it's going to be functioning pretty well. it already is, ed. i wrote my column this week, features -- it was about a man who is self-employed, self-employed photographer. bob frunks in st. louis. he and his wife are self-employed. if it's working in missouri, where politicians have tried for many years now to derail the obama care implementation, it's going to be working everywhere. and he was pleasantly surprised to see that he and his wife now are going to be

senior white house foreign affairs correspondent wendell goler is on the north lawn. wendell? >> reporter: no trojan horses but installing a rather large tree in back of me but you may hear noise from that. part of the reason folks here don't like the house plan because it let companies on individual insurance market at that sell policies with lifetime limits and coverage carveouts to anyone, not just people who have them now. that could encourage young, healthy people to choose something other than the federal or health insurance exchanges where the white house wants to sear them to keep the premiums low. white house chief of staff denis mcdonough met with democrats in the house and senate for four hours yesterday. we're told privately their reviews of the president's news conference were fairly positive. democratic lawmakers think mr. obama struck the right tone, not just with his apology for failing to deliver on his promise if you liked your insurance you can keep it but with his assurance that lawmakers who repeated that promise did so based on what they were told by him

senior white house foreign affairs correspondent wendell goeler live at the white house. kind of firework-y. >> that's jonathan carl challenging carney on the president's advice to people who were having trouble with the healthcare.gov website. he advised them to go on the phone and give their information or give their information to someone in person. turns out as carl said, all the information has to go through the same computer portal and in the early days, tloes, very little was getting through no matter who was doing the input. critics say that advice was misleading, but he denies it. saying it took the subscriber 20 minutes or so to fill the form out even if the affordable care act person spent days trying to get it through the computer system. here's a bit more of what he had to say. >> the point was to alleviate the frustration so many americans were having online and allow a live person at a call-in center to handle their questions and sign-ups and their enrollment for them. i know it's spoken in tones of dramatic revelation, but it was a known fact at the time.

wendell goaler is live on the north lawn.ectations for the so-called fix, wendell? >> reporter: they are doing that. they are promising a vast improvement but not perfection. people say there will still be glitching in the old healthcare.gov even after tomorrow's deadline. they have called off plans for democratic groups to make a big push for people to do online signups. they don't want too much pressure on a website only able to handle 50,000 people at a time. at its best moment, raising concerns about why the federal government does so poorly in buying information technology and tends to spend more and get less than the private sector. that's something that california republican congressman, darrell issa, would like to change. >> $82 billion of spending. this is not the failed project. getting procurement right is going to take legislative changes, something that hopefully the senate will realize, because the house has already gun moving real reform in this area. >> issa and virginia democratic congressman, gerald connolly

joining me now is wendell potter, a former head of communications at the insurance company aetna andr of "obama care, what's in it for me" what everybody needs to know about the obama care act. if you had to guess, there was no press inside the meeting between the president and health insurance executives. if you had to guess what was going on in the meeting, what would you say? >> i would say that the president was saying, look, guys, we have to work together. this law will help you in the long run. it will help keep you guys in business. so let's do something for at least those you serve for a little while. at least let's get through this next month. the problem is, of course, the president felt boxed in to do this because there was some members of his own party, particularly in the senate, but also in the house, who were caving and who were making it necessary for him to take this step. plus, his own administration was not doing such a keen job getting the website up and running. so unfortunately, the president had to do this. i'm sure he had to do it and did it very regretfully.

was very moved to find in the archives of the law school at harvard a piece of paper that oliver wendell holmes wrote his name on after he was injured early in the war. he feared that he might become unconscious and no one would know who he was. sas a heroso she wrote i'm olivl holmes and he wrote his father's name and address and interestingly oliver wendell holmes kept this piece of paper his entire life which is why it ended up in the harvard archives. but it's a magnificent testimony goes to thboth to the meaningfut holmes attributed to having undertaken to identify himself. but also to the desperation that required someone to turn to a measure like that to make sure that he didn't die nameless and without a sure knowledge being imparted to his family. another way in which soldiers and civilians together begin to work for the assurance of humanity and death in the midst of the war was the creation of cemeteries by the federal government in the course of the war back. gettysburg is one that is probably best known. there were four others elected and established that battle sites. this

so oliver wendell holmes would see an entirely different landscape. the cost of watching -- you might want to go to the kansas city chiefs game. the cost is going to apply to you and only you. somebody else is not going to build it up next door and say you can watch the kansas city chiefs play here and i'll only charge you half as much. if we didn't have the antitrust exemption or another huge favor that's been done to the nfl and all professional sports is that images created in publicly funded facilities can be co copyrig copyrighted. that's how they get $6 billion a year from the television networks. the reason it's so high is the images that makes them public facilities are copyrighted. if they were not, anybody could go in to kansas chiefs stadium and set up a camera and all of the prices for professional football would decline extremely rapidly. >> connected to the cable television world. the network you write for espn gets $5.5 per customer. this network gets six cents. their number keeps going up every year. some point, they go up 20% of the y

joining me to talk more about that is wendell potter, a health care industry whistle-blower after runningna and also the author of "obama care: what's in it for me" and jaime jamie court. thanks for joining us. >> thanks. >> as we await any information from these insurance ceos at the white house, wendell, lets me get your take on what the president said yesterday, with the insurance companies' help, can you keep your plan. how do you think this plays out? >> you know, i think some insurance companies will look at this as a good deal because a lot of these policies are profitable for them and they didn't really want to stop offering them. so, i think we'll see some takers on this. i think others may not. at the end of the day, it's a business decision for them. they'll be looking to see what the profit margins are on these plans that have been discontinued. and if it's efficient for them, i think they'll get back in touch with their policyholders and said, if you would like to stay with us for another year, can you do that. others will say, you know, they're concerned about what this will

[laughter] jon: wendell goler is waiting for the president, as we are. he's in the white house briefing room, what can you tell us? >> reporter: we just got the two minute warning about, oh, 23 minutes late. the president is bowing to pressure, if you will, offering a transition for those people in the individual insurance market whose plans don't meet the standards of the affordable care act, who have received notices from their insurance companies that their plans will end at the end of the year. it's a one-year fix. it's up to the insurance companies to take it. it only applies to those people who had these plan -- who have these plans in effect now, tsa the objection that the white house has to a republican counterproposal being offered which they say would basically allow insurance companies to sell substandard plans to new subscribers. this only applying to people who have received notices, who have these plans now, and it's only good for one year, jon. jon: so we are, what, just a minute or so away from the president. the question, wendell, is can

a superior court jury found 45- year-old wendel palmer guilty of numerous offenses. prosecutors say that palmer started abusing the victim at church when she was 10 or 11 years old. the girl finally reported the abuse last year when she turned 18. >>> r&b singer chris brown is out of rehab this morning. the 24-year-old voluntarily checked himself in for anger issues at a facility in los angeles recently. that was after a scuffle here in d.c.. brown is facing a misdemeanor assault charge for allegedly pinching a man outside the w. hotel last month. he pled not guilty in the case. his spokesperson says brown is going to continue outpatient treatment for his anger issues. that is so he can do 1,000 hours of community service which is part of the probation from a 2009 attack on singer rihanna who was his girlfriend at the time. >>> here's another reminder to lock your car at all times. the culpeper county sheriff's office says at least 20 people reported their cars had been rummaged through, five of the people say things were stolen. but there was no damage to the cars b
