wendy patrick is a business ethics lecturer and prosecutor and is joining us to talk about this., wendy. >> hi. how are you? >> i'm good. you're joining us from san diego where mickleson lived. what more do you know about this investigation? >> this is an investigation that by nature, has to be hyped the scenes. that's one of the reasons that it's taken a lot of people by surprise. investigations of this sort are base largely on circumstantial evidence. and in a case like this, we've got the celebrity factor tossed in. you've got one of the targets, in fact, i won't use the word target because according to mickleson's lawyer, he's not even a target yet. they're not just looking at where there is smoke, there is fire. they're trying to find out whether or not there is smoke. so the sensationalism surrounding the investigation sometimes complicates matters that are already hard to investigate. but that's where we are right now. it's just an investigation thus far. >> typically when the feds start sniffing around, usually there is some meat there. of course, all parties remain innoc

wendy?porter: they have been, even the acceptabilitiers for disease control say these kids live in virtual war zones and doctors at harvard say they suffer from a more complex form of ptxd. they are calling it hood disease. unlike soldiers, children in the inner city never leave the combat zone. they often experience trauma repeatedly. >> you could take anyone who is experiencing the symptoms of ptsd and the things that we are currently emphasizing in school will fall off their radar. because it frankly does not gnatter in our biology if we don't survive the walk home. >> reporter: in oakland, about two-thirds of the murders last year were actually centered in east oakland. 59 people killed. these teachers and administrators know that problem firsthand. they graduated from fremont high in east oakland and have gone back there to work. >> the cards they are suddenly wearing around their neck saying rest in peace. some of them have six of them. laminated cards that are tributes to their slain

wendy i'll start with you.i know a lot of the people you spoke to some of whom received civil settlements formula the city, what is your reaction, why do you think they refused to file these charges? are. >> you know, everybody's pretty puzzled over this. federal prosecutors seen puzzled by it, the shop owners have the right to be upset. some of them have told me they were never interviewed after they came forward in 2009 to tell us their story which we chronicles in "busted" and when we interviewed these shown owners they came from all cornsers of the city. we had 22 shop ownerse owners ag the same thing. we thought their collective voices would be very strong. the investigators didn't even hear their voices didn't bother to talk to them. >> we called the philadelphia police department they said they had no comment because they hadn't read the book but wrongly tasks the officers as rogue cops, death by headlines. there is still an internal investigation going on. what do you think is going to happen? >> well,
