this time that we didn't have in the past, how do we get through that and how can we improve getting folks to the facility and making sure we know where everybody is at at all times. >> thank you. mr. boland. >> one of the major challenges that we have incurred all the way from 2003 till now, is credentialing or badging of utility emergency responder personnel trying to gain access into a secure zone that needs their services. as a prepop drapbs of the heavy equipment sometimes falls under a contractor's jurisdiction and a local officer at a local roadblock does not always know or understand the necessity to get that kind of equipment in there to restore the grid, the water system, for the telecom it is something we are still struggling with and we are working with on a daily basis. >> thank you, mr. brig. >> every exercise i've been involved with, managing information and communication is easily no. 1 or 2 on the list. in the heat of an event, information is flowing in, there's usually no shortage of information rtion it's translating that to something credible that is the challenge

we need to put pressure on them as hard as we can because if we do that, we won't have to take military action. >> let me respond. nothing governor romney just said is true, starting with this notion of me apologizing. this has been probably the biggest whoper that's been told during the course of this campaign. every fact checker and reporter has looked at it. the governor has said this is not true. and when it comes to tightening sanctions, look, as i said before, we've put in the toughest, most crippling sanctions ever. and the fact is while we were coordinating an international coalition to make sure these sanctions were effective, you were still invested in a chinese state oil company that was doing business with the iranian oil sector. so i'll let the american people decide, judge, who's going to be more effective when it comes to imposing crippling sanctions. and with respect to our attitude about the iranian revolution, i was very clear about the murderous activities that had taken place, and that was c concontra contrary to international law and everything that civilized people

and we have to do so making absolutely certain that we know who we are helping, and we are not puttingrms in the hands of folks who eventually could turn them against us or allies in the region. and i am confident that assad's days are numbered. but what we can't do is simply suggest that, as governor romney at times has suggested, that giving heavy weapons, for example, to the syrian opposition is a simple proposition that would lead us to be safer over the long term. >> governor? >> well, let's step back and talk about syria and how important it is. first of all, 30,000 people being killed by their government is a humanitarian disaster. secondly, syria is an opportunity for us because syria plays an important role in the middle east, particularly right now. syria is iran's only ally in the arab world, their route to the sea, the route for them to arm hezbollah in lebanon, which threatens of course our ally israel. so seeing syria remove assad is a very high priority for us. number two, seeing a replacement government being responsible people is critical for us. and, finally, we don't

our infrastructure, we don't want to have outages, we design so we minimize that damage but we always know there will be things mother nature throws at us that we can't design around whether it's an earthquake or a major storm. we get challenged with major storms throughout the service territory so it's not unusual that a major storm comes by every year and takes out about a fifth of our base. we have service responders on our own teams well in excess of a hundred a year. in terms of preparedness, we have emergency pipe yards, we have emergency stand by facilities, we have vendors who are on emergency stand by so those facilities, the material we might need, we have plenty of it and it's stored throughout the entire service territory. we have 3 major services, supply service chains, that are open and available to us 24/7 if we need them. we also have contractor arrangements, maybe it's pipeline welding or electrical service work, line man work, and we also have mutual service agreements and pg&e participates in those. we have sent folks to hawaii and we have sent folks back east and w

in the meantime, what we said we would do, we would help train the afghan military. it is their responsibility to take over their own security. that is why, with 49 of our allies in afghanistan, we have agreed on a gradual drawdown. we're out of there in the year 2014. it is based on conditions. it does not depend for us. it is the responsibility of the afghans to take care of their own security. we have trained over 315,000, mostly without incident. there have been more than two dozen cases of green on blue. if the measures the military has taken do not take hold, we will not go on joint patrols. we will only train in the army bases that exist there. we are leaving. we are leaving. we are leaving in 2014, period. but then in the process we will be saving another $800 billion. we have been in this war for over a decade. the primary objective is almost completed. we are putting the kabul government in a position to maintain their responsibility. it is their responsibility, not a americans. >> what conditions could justify staying? >> one of my best friends in jamesvil

and as we finalize the design, we are looking to push that even further where we are thinking that we may be able to receive achieve as great of a 40 percent energy reduction over the base line. and two achieve that, we have kind of hit the lighting and the ventilation and so that has changed our current usage pattern to where the process-related demands are the majority of our demands right now. and on the process side of things, we have escalators, elevators, idf and mdf are the communication and the it networks. but, primarily, in looking at elevator and escalator management, systems that will shut down, escalators which, you know, midday when we were not having high transit demand and high demand to not have to keep those escalators running but when someone approaches them they would come on automatically. by doing some of those process energy reductions particularly in the elevator and escalator realm we think that we will able to push the energy up to 40 percent reduction over base line. >> will the layouts encourage use of stairways as opposed to elevators and escalators? >> at

if we needed to build new ones, we certainly did, but we always made sure the afghans understood they had the ultimate responsibility of maintaining this once we leave. finally, girls in school. as i mentioned, literacy rate was 20 percent. that was country-wide. in southwest afghanistan that literacy rate was women was 8 percent. so you have to work very hard to get an 8 percent literacy rate for women, which means you actually have to stop and implement policies to make sure that women actually couldn't partake in any learning, any health systems, anything that would contribute to their growth. so girls in school, big focus area. we wanted to reverse the effects of the state of women and girls in afghanistan. so once the security foot hold was gained in southwest afghanistan by the marines in 2010 and 2011 and they continued to conduct operations as i'm speaking, we began to build capacity at every level to ensure the afghans are ultimately able to take the helm of their own destiny and they have the capacity to run this system. we instituted assessments for growth in schools, we cr

they asked us if we were okay and we told them that we were. they said that right now that the plan is to just stay put. they wanted to make sure that there was no one in here under dire circumstances. it is incredible how fast the water came in. amazingly, it important to note that a short time ago we saw what appeared to be a civilian vehicle, a pickup truck driving down the street here. a word for the wise, i don't think that's a good idea for anyone. it is really tough to navigate out here. it is tough to tell how deep the water czar, where the water is. so if you are not a first responder, i am no expert, but i can tell you that you should not be out there tonight. not if you don't belong up there. >> we are glad you are out of what seems like for a few moments, extreme danger. we were worried about you. the water was getting higher. but you are clearly out of the woods, and so is everybody else. what is the name of the hotel? it is but surfside motel. >> we thank the folks at that hotel for taking good care of you and everybody else. when

we started with 3 or 4 buildings and we have 8 now. for clients also one may not work out and we may have you go to another place. the other thing we've done, we have a little bit of muscle in the sense we have 55 units in a place. and to say to the owner, look, this must be fixed, otherwise we're leaving, and that's kind of where we're at with the civic center. that's one way to get the owners to improve the places that they have. the other thing is policy changes. when we first started, companion animals were mentioned earlier. a lot of these buildings did not take animals. so we said, look, out of our 40 units how about 6 of them or 8 of them or 10 of them if you can allow us to bring in animals. ann parker, who you mentioned earlier, she is our dog whisperer and she literally will assess the dogs by rolling on the floor with them so we're very proud to have her. so we check out the dogs. if the dogs don't have their shots, we get those done. if the dogs don't have companion animals done, i do those papers. a lot of pl

as we take steps in success, we have to understand how we are getting here. we understand how eram was a failure and overbudget because stake holders were not involved. now that stake holders are involved, we are seeing the success of it. as we move forward, and i heard discussions about future panels on nextgen, we cannot forget how we got to the success of eram to every program in nextgen, that you need real stake holder involvement so when we deploy, we train, test, and we develop. they are involved in the front ends so we save money and keep it going. one of the things i wanted to talk to you about it recently, we talked to one of eram programs called camera, a terminal replacement, and we stumbled across -- reps stumbled across a monitor problem where it flickers, when you turn lights down, and it flickers. it's a huge distraction, and anyone who saw a scope, you can't look at that for a long time as it flickers like that. we had work-around so save the agency $9 million. that doesn't seem like a lot talking about $27 billion, but if we're involved early

we knew we had to act for the middle class and we went out and rescued general motors.made sure that we cut taxes for the middle class, and in addition to that, when that occurred, what did romney do? romney said no, let detroit go bankrupt. we moved in and helped people refinance their homes. governor romney said no, let foreclosures hit the bottom. but it shouldn't be surprising for a guy who says 47% of the american people are unwilling to take responsibility for their lives. my friend said 30% are takers. these people are my mom and dad, my neighbors. they pay more tax than governor romney pays. they are elderly people who in fact are living off of social security. there are veterans and people fighting in afghanistan right now who are, quote, not paying any taxes. i've had it up to here with this notion, 47% -- it's about time they take some responsibility here. instead of signing pledges not to ask the wealthiest among us to contribute to bring back the middle class, they should be signing a pledge saying to the middle class, we're going to level the playing field

sure we can accommodate growth we are projecting.so we take the estimates of when the fleet should be replaced, when expansion needs are anticipated to occur, then we apply a unit cost to the different types of projects. this shows three activities we have in the fleet. one is rehabilitation of the fleet, which would be kind of that midlife overhaul. typically in the transit vehicle about its halfway life there's components the manufacturers recommend you overhaul or replace. that is what's represented primarily in that rehabilitation column. two exceptions are the historic and cable cars, which are assets. we wouldn't replace them like a bus. those fall under rehabilitation, though those projects are similar to replacement of a bus. the second column shows the replacement costs where we actually take an old vehicle that's run for its entire life. replace it with a new one, then dispose of the old vehicle. that makes up the bulk of our 20-year projected cost. >> what goes into deciding how much of your resources go toward rehabilitat

we have other responsibilities -- >> but we have -- we have soldiers and marines, we have afghan forces murdering our forces over there. the taliban is, do you think, taking advantage of this timeline? >> look, the taliban -- what we found out, and you saw it in iraq, martha. unless you set a timeline, baghdad in the case of iraq and kabul in the case of afghanistan will not step up. they're happy to let us continue to do the job. international security forces do the job. the only way they step up is say, fellas, we're leaving. we've trained you. step up. step up. >> let me go back -- >> that's the only way it works. >> let me go back to the surge troops that we put in there. and you brought this up, congressman ryan. i have talked to a lot of troops. i've talked to senior officers who were concerned that the surge troops were pulled out during the fighting season and some of them saw that as a political move. so can you tell me, vice president biden, what was the military reason for bringing those surge troops home? >> by the way, when the president announced the surge, you'll remember

we always want to see a business plan. we want to see the cash flow. just like the lady before, you can have a good plan, but if you do not have cash -- good credit is always important. people sometimes have no cash or they may have a cosigner or partner that could help. >> opportunity fund is a 51 say -- 501 c nonprofit and we can make the bay area a better place especially for low and moderate-income communities. some of our funding sources, like the sba, certain kinds of businesses we cannot lend to. adult entertainment, primarily, alcohol sales, and then there are some things that we decided we are not going to lend to. we choose not to lend for fire arms sales. medical cannabis, to be honest, as the ceo of a non-profit, i may not want to open up that can of worms. we have a lot of people that donate money to our program. given that that there is a discrepancy between federal and state law on that, strong beliefs that people have about it, we make a pledge that we will look at every loan to make sure there is positive community impact. i think that

in the strategy we believe we can provide that in lots and on the street but in the longer term it's part of the plan. they will work with the shipyard systems because there is still electrical power through there and we need to come up with the best way to align that and keep the lights going and have something new happen and the orden group will collaborate with them and working with the shipyard and the port and all those efforts. our next steps go to the board for the endorsement and the finding that's it's fiscally feasible and a good business deal for the city to move forward with and launch into the next levels of review. we will refine the project and that coordination and further project review. we hope we're here in january for the lease approval and we hope to get the construction going not long after and that's the overview. i am competing with playoff games and other things so i went quick and i am open to questions and i wanted to thank and congratulate the orden team for their contribution. i think they said this is a difficult but typical odi project. i am clear we're

, the experience that we had in august and how we prepare for this coming week and how we prepare for 2013. these are the things that really shape the plan and make the plan more responsive to the needs. >> i start out with a lot of reassurance that what we saw in august was tremendously helpful for us in doing the planning of transportation. it actually, frankly a big relief. what we saw, was more numbers coming in august than people conventionally thought were going to happen and without the headaches of parking and congestion, and robust use of transit, and a robust use of bicycles and the valet parking for the bikes and all of the things that came together in the plan to do the heavy duty, i would say that it is helpful but there are a lot of lessons that we have learned to be more ahead of the game in october and what we are going to do is run through the experience and talk about where we want to go in october and then i will be happy to answer the questions as well. there is only 10 slides in this and i will go through them quickly. you may have seen the numbers, the crowds wer
