when you go from west portal, there is no switch or no physical plant that allows us, beyonce st. francis circle -- so from st. francis circle to balboa, you would not be able to make an adjustment in the train service to put it on time. that is significant, especially when you look at the bottleneck in the travel, the stock plans -- the stop signs and lights along ocean avenue, that has a significant impact on the on- time performance of the whole line. i think part of the other bottleneck for congestion on on- time performance is the area around fourth and king, not just because of the ballpark, but because we are occasionally impacted by the bridge going up, and some of the congestion that occurs around caltrain and off the freeway. in terms of operating challenges, there are some bottlenecks on that the system from traffic and congestion. there is some flexibility that exists on the third street site, but not on the k-t side in terms of our ability to adjust the service. the biggest operating challenge we have right now, not just on this line but the whole subway system, is th

been prohibitions in certain parts of san francisco, like in parts of south of market or in the west portal. and i made it clear to the businesses in those districts and those vicinities of san francisco that if their supervisors, my colleagues, would like to see our legislation amended so that it could be amended in, then i am more than happy to do that and through that grass roots response, my colleagues who we originally did not include would like to be included in the legislation and this has been well vetted throughout the city and county of san francisco. and attached to that obligation and responsibility and making sure this is managed is sensitive to neighborhood needs and concerns of the residents who within ear distance of any particular business is our insistence there be the compliance with san francisco's ordinance and on noise and excessive noise. we will continue to -- well, we will amend the legislation so it is completely reflective of the noise laws that are already in place. and that requires a small tweak which we'll do at the land use committee of the board of superviso

>> i was with the west portal merchants yesterday morning. i think it is my job to be as responsive to the businesses in the district as it is to be to the constituents. i am the face of city hall. i need to be accessible, open, and responsive. i can help clear up a lot of the red tape for them. >> is there anything particularly special about serving in the district where you grew up that informs some of the things you take on us supervisor? >> it is very special. one example i like to cite is 18th avenue. there is a restaurant called the gold mirror. i went to school with the chef when we were seven. he said that it was too unsafe for the customers. i got a stop sign in there for him. being able to do little things like that for people i grew up with -- i know that intersection. i probably cost it many times myself. having the background knowledge and being able to do something like, is a wonderful thing to be able to do. >> are there any other issues of concern we have not discussed ayet that you want to chat abou? >> in the end, it all com

supervisor elsbernd has said he wants to include the west portal district, so now that will be included. it is my understanding that supervisor kim is looking at some modifications for south of market around the nc area, and definitely areas around the west of soma area. but that is still being formulated. this item has not been scheduled yet in committee. i think it is probably due to waiting for those amendments to come forward. very pleased that all three commissions have the same recommendation. that is good. the others i will let you read. i want to provide some updates on their ada. i did a presentation with urban solutions on survival tips for small business. my topic was on doing ada improvements and the topics one could use to bring a business to compliance and prevent a lawsuit. on june 30, working solutions, the micro lender who manages the loan fund, it did a presentation for their loan recipients. i really want to express my appreciation for the leadership and the fourth thought for the micro lender -- forethought for the micro lender. we are educating businesses that have

your requested that the ordinance be amended to extend this opportunity to the soma, west portal, and pacific avenue district. at last week's hearing, supervisor mirkarimi indicated he would incorporate all of your modifications except for one. on the request of supervisor kim, he amended the ordinance that it allows entertainment in all these additional and districts, including soma, except for the ones which are also in the western selma citizens planning process. this week about the land use hearing the full board, there was interest in expanding the ordinance of might also permit dj's. in the end, the full board continued it without a vote to august 2. so they will pick it up again next week. they also considered the inner/outer clement and geary neighborhood permit commercial controls but your emerges from supervisor mar on july 14 to your credit approval with modifications. supervisor mar also amended the ordinance to incorporate all your modifications but-41. first, your recommended that we should be able to permit additional restaurants in the inner claimant. one at the right.
