this reporting that we did in west texas it was some of the most physically demanding and emotionally demanding that i've done in my career i mean it was a scene of utter destruction and despair when we originally when we initially arrived there in west texas we heard from the mayor of that tiny town tommy muska and he described the explosion as having a nuclear bomb being dropped on his town the night of the blast when we arrived we arrived only a couple of hours after it happened and we were kept a little distance away from the fertilizer plant it was still on fire but even miles away you could see blown out windows buildings badly damaged and was the fire was put out and we were able to get a little bit closer to to where the blast originated from we could if it was just a crater more than ninety feet wide we could see schools which were completely destroyed fire trucks a mangled mess playgrounds just reduced to rubble and all the while talking to the people of these town which is has a population of about three thousand people so everybody knows there everybody knows each other th

the storm is just getting going in west texas with heavy rain now moving into central sections of oklahoma. they've got ice storm warnings in effect for central oklahoma tonight and tomorrow. could see as much as a half inch of ice there. in the meantime, here is the tracking and the timing of everything. thunderstorms will start to break out around midnight saturday just west of dallas, and heavy rain will start spreading into the ohio valley, parts of southern illinois. all the ice will spread from oklahoma into central sections of missouri as well. then we'll see thunderstorms setting up early saturday morning just west of memphis and moving eastward into tennessee, parts of alabama. this is where we could see the possibly tornadoes on saturday evening and that pushes to atlanta on sunday evening. meanwhile snow from chicago to the great lakes and the ice storm across northern new england with record high temperatures on sunday around new york city close to 70 degrees. lester, back to you. >> janice huff in new york with us. janice, thanks. >>> now to the late word from retail giant tar

we are already seeing -- the forecast i had was for brent, the method prices -- first, west texas intermediate and now more sweet,y light louisiana selling below brent. we're still getting the growth in output. a number of companies and analysts have tried to look at this on an individual company basis, and there are analysts that believe shale oil production in general is probably -- continues to be profitable below $90 a barrel, down toward $80 or $85 a barrel. it is going to vary from field to field, and company to company. those calculations are they stalling cost assumptions that continue to change as the check algae improves -- technology improves. as drilling rig efficiency get better, and as well productivity gets better, the overall cost structure for shale looks like it could continue to come down. that could make a difference. there are also geopolitical issues that might set a lower limit on oil prices. life could get very difficult from a revenue standpoint among some of the big oil producers around the world about as oil prices drop. for some countries it is the total social cost

to opec might try to set a global price but there are regional differences, for example west texas intermediate is $10, $11 cheaper than crude oil. and so the more local we can produce the natural resources, the more affordable they are over time. >> and john, i'm trying to be balanced. and so this canadian oil will come through and it will end up in houston where a lot of the refivery -- refinery sits and is there enough room if that area and are we gust going to -- just going to end up with an oil glut with the inability to refine it. >> no. when i was shell oil president, i signed doubling the capacity for example a refinery in port arthur texas to go from 300,000 barrels a day to over 600,000 barrels aday. and valoro and others have anticipated the pipeline. you are not hearing about it because they were done five years ago to take up the proposed xl pipeline at that time. so the capacity is still there. >> is that accurate, if there is refining capacity and we'll have more and more oil available, why are we still paying $325, $338 for gas. >> the reason is we have this opec kbas price ceil

but instead, only brings hail and lightning to west texas. >> there was a huge lightning strike, bigger and louder than normal. i thought that must have hit something, and shortly after that, i heard on the scanner that tones went out for the fire department. >> the lightning strike starts a fire at the tank facility that separates oil and gas from sea water used during drilling. the fire department arrives to find three tanks fully engulfed and more tanks that could catch fire at any moment. >> there were four other tanks that was in close proximity to those tanks that were actively burning, and i didn't want to lose all of the tanks. >> with no tornadoes to chase, drummond decides to drive to the fire and starts recording the scene. >> i thought well, you know, i didn't get that much weather video today, i'm going to go and maybe shoot some of that. they might want it for the news. >> firefighters use both foam and water. the foam starves the fire of oxygen and the water keeps the other tanks cool. after almost two hours of work, they extinguish two of the tanks and set their sights o

ever think that maybe given the goal of how much you can sell that at brent prices, but it's west texas that level of profitability? >> i'll ask you to talk to mr. helpinger on that. >> i want him to come on. >> he is clearly -- that's almost a very well-run business. i think going back to 2011 when we made the split, it made absolute sense for the enp business and for the downstream business. i think we're reaping the benefits of that since 2011. we've been on a growth track. we've been able to focus explicitly on the enp business. >> your background is interesting because you actually got started laying pipe. we've been saying that the greatest job creator in this country can be energy, laying pipe, all of the way to detroit. where are we in that? is this the greatest driver of jobs in the economy in the united states right now? >> there is no doubt that as we look at the energy space, it is the bright spot in the u.s. economy. it's a driving force. when we look at our operations in the u.s., it's a great creator of jobs and economic prosperity in those areas. and that's going to cont

oil has come up so much that the refiners weren't able to arbitrage the difference between cheap west texasxpensive brent. refiners were able to buy crude, here or over there, refine it and sell the gasoline at the global price which is priced off of brent, the higher one. the u.s. glut has brought down domestic oil prices, that's good for the refiners, they can coin money, the brent prices sell much higher and sell it at the gas station for the same price. you don't know the difference. the price they're buying that crude is much lower. emblematic of a discerning market. oil stocks are headed down even as the refiners are headed higher. that's just how it should be. rational reasons for stock rallies. just what's supposed to happen as we get the transition from a fed-assisted stock market to one based on earnings. stay with cramer. ♪ [ male announcer ] if we could see energy... what would we see? ♪ the billions of gallons of fuel that get us to work. ♪ we'd see all the electricity flowing through the devices that connect us and teach us. ♪ we'd see that almost 100% of medical plastics are

but we have seen an increasing spread between west texas and brent. how do we close the spread? >> what we've seen this week is the keystone has been announced since january. >> this is a key pipeline. >> this is crucial. that will help wti. it's rallying at the moment. it will probably narrow that spread without brent necessarily having to fall fast. so there are still big inventories. so you're fought going to see that spread narrowing to the same extent earlier in the year, i don't expect. >> what is going the happen to u.s. price? we keep talking about more u.s. production, more shale or dpas coming in. what is that going to do fundamentally to the market? >> well, i think it is going to build a structural difference. u.s. prices are going to be lower than brent because you've got transport economics. so you balance the cost of bringing crude from back end to the gulf coast. that creates a $5 to $10 spread maybe long-term. but the idea is that the u.s. shale increases can push supply down. i don't see that changing because it is high cost production in the u.s. and there are

winter, and we have a severe weather outbreak imminent throughout portions of texas, all the way through tennessee and west virginia. you're looking at the amount of moisture in the atmosphere right now. there is a ton of moisture pushing into texas. and all also to have to deal with the chance for damaging winds and isolated tornadoes during the day. an ice storm pushing through oklahoma, tulsa, i-44. very cold air in place. very warm air in place. look at the temperatures difference from dallas to use on it. we have a lot of instability in the atmosphere and the temperatures differences is what will fuel the tornado outbreak throughout eastern portions of texas, louisiana and arkansas tonight. now tonight we do have a tornado watch extending through louisiana. when you see cells like this popping up, that's when we have a chance to see tornadoes pushing through the area. we'll continue to monitor the radar as we track on later throughout the day. we'll see a severe outbreak into louisiana, portions of mississippi this afternoon and this evening. tornado watch in effect across eastern portions of louisian
