he was a lawyer from marion county, west virginia. erpont never thought of himself as a politician. he never thought at the end of the war he would become the governor of a new government for virginia. it was a set of circumstances to which he reacted. the reason he was unanimously voted by the body here to be the governor of this restored government was because he was the principal architect of this restored government. it was his idea. he was the one who set at home reading the constitution and came across the article that gave him the idea that they could use to form this new state and it said simply this. if you are going to make a new state from a parent state, the legislature of that parent state had to give her mission. what did western virginians do? we formed our own legislature, which then gave itself permission to form in a state. that is how it happened. now you can scratch your head and say, how does that work? is that even legal? well yes, because we followed belong the constitution and thankfully for our story, the unite

and it came to an end yesterday in lewisburg, west virginia, when police arrested edward campbell and his 21-year-old son! this was after a shootout. police say they found the bodies of jerome faulkner and his wife dora inside one of the campbells' vehicles. investigators believe the campbells killed the faulkners and then set their north carolina home on fire. >> this is west virginia police had not stopped them this crime spree would have continued on. >> police said the injured officers were both wearing body armor and their injuries are not life threatening. one of the suspects was also wounded in that exchange of gunfire. >> three people were injured at an underaged drinking party at a hotel. this happened at the hilton hotel on seminary road early this morning. police say several underaged people were drinking inside of a hotel room there when the argument turned violent. one 18-year-old man is hospitalized in serious condition and two others age 17 and 18 were stabbed. but they are expected to survive.

there are people in my own state of west virginia who still don't believe that. but i was convinced of it. howard baker knew what my old majority leader, mike mansfield, and all students of the senate's institutional role know. political polarization--too much emphasis on which side of the aisle one sits, is not now, and has never been, a good thing for the senate. i am talking about politics when it becomes gamesmanship or when it becomes mean-spirited or when it becomes overly manipulative, simply to gain advantage. i am not talking about honestly held views or differing political positions. those things enrich our system. americans have always loved a good debate. and that is what i believe they wish for now: more substantive and stimulating debate and less pure politics and imagery. but i well understand history and its ebb and flow, and i well know that we live in an age of imagery. it is simply my wish that, sometime soon, the rising tide of imagery and partisanship will begin to ebb rather than to flow quite so freely. washington, in his farewell address,

we'll hear from robert byrd of west virginia. he spoke in 1998 inside the old senate chamber. we've had three lecture series this year and we hope to have three more next year. when this idea was first suggested that we have some further attempt to preserve the history of the senate, and that we had a unique time in history because we had such a large number of former vice presidents and leaders of the senate that are still in the senate or are alive that we should take advantage of this opportunity. and the first person who came to my mind as i thought about how to put this together was senator bob byrd. because i knew that he probably more than any of us knows about and cares about the institution of the senate and the history of the senate and all of its procedures and traditions. and so i went to him and said what about this idea? when i left, i had the volumes that he had done on the history of the senate, the history of the senate in the roman empire, and various other books that i could read. i had to ask if i could have a staff member help me get back up to the office.

this weekend we're visiting west virginia. next we visit the ohio county public library and discuss some of there rare books and photos. >> known as gateway to the west. the suspension bridge is really a way to get to the west over the river. before that it was going around. as a transportation hub at a city full of creeks, streams, and rivers bridges were an important way to make commerce possible. part of our collection of photographs was the foundation of our collection that was donated to the library by wc brown. these showed various scenes from the late 19th and early 20th centuries. i chose to focus on some of the historic bridges. they still exist. this one was under construction in 1891, the main street stone arch bridge. the longest single span stone arch in the united states in 1892 when it was dedicated the stones were all locally quarried, and one of them fell on a construction worker was killed and drowned. his ghost is said thought the bridge to this day. the the bridge is still in use. the 2nd bridge over like t

in 2013, west virginia surpassed oklahoma to become the third largest shale gas reserve state. west virginia also had the second largest discoveries of natural gas reserves behind only pennsylvania and in fact a full 70% of the 2013 increase in proven gas reserves is because of west virginia and pennsylvania in the marcellus shale play. we have more than enough gas to power a renaissance back home in west virginia and to export liquefied natural gas, supplying lng to our friends and allies increases their dependence on hostile regimes, as we heard from the testimony, and a result will increase our own national security. not to mention a huge economic boon to certain areas of the country and certainly my state of west virginia. i would like to start with a question for mr. smith very briefly. as you know, the lng facility in maryland has received a finding of no significant impact on november the 5th of 2015. that was nearly three months ago. can you give this committee an idea of when the d.o.e. expects to supply final approval of the lng application? >> thank you for the quest

i'm going to yield my time to the gentleman from west virginia, mr. kin virginia. >> thank you. appreciate that. whole host of subjects with this panel we have before us. one of the issues that has been dear to us in the panhandle of west virginia has been the run. we have not had, mr. schaeffer, despite your comments, we've had the havens here. we've had people experience that. we want to theer that. we want to make sure we're sensitive to that. this panel and this committee has done that and maybe should continue to do that even more. but they were here to testify about what those situations were like. i thought it was moving testimony. little run is under your group, environmental integrity project. is that yours? you put out a report that cause in harm's way coal ash endangering americans in their environment. that was given to the pennsylvania because they are the ones primarily responsible for little run. they did an exhaustive study because they want to respond. these allegations, these threats, they come back and say based on the review of the information in this report

eastern west virginia northern virginia, most of maryland, immediate metro area. and the eastern shore, as well as this system arrives bringing in a wintry mix of snow and sleet and some icing. so it will be kind of a nasty mix. anything not in color will be rain south and east of the metro area. radar showing the rain now arriving in the carolinas and tennessee, it's all rain there now. the timing on the arrival of rain coming into the metro area by around 6:00 p.m. northern virginia and to our north and west it will be snow after that from 6:00 p.m. through much of the evening, in, maybe a little bit of icing. and then all rain south and east of the metro area. and we'll get it all tapering off and ending by around noontime on saturday. quickly exits after that. maybe some lingering rain on the eastern shore. rest of the afternoon. then we'll clear out on saturday night. so 1 to 2 inches right around the metro area northern virginia nearby suburbs in maryland. farther north and west extreme northern virginia shenandoah valley could get a couple inches. some high

and it does include the panhandle of west virginia and then the further east or further west you go, areas shaded in the brighter colors of purple that's ice warning. an ice advisory where you could see a little bit of ice accumulating on the tree branches. for us around the metro area this will be a rain event tomorrow even though temperatures will be on the cold side, not cold enough to see any of this freeze. we'll see temperatures eventually will make it into the 40 degree range. then a warm front will move over us for the day on sunday. that will allow the temperatures to rebound into the 60 degree range followed by a strong cold front that may bring us the chance of a few thunderstorms late in the day. daytime high temperatures i should say, morning temperatures tomorrow. generally in the 32 to 35 degree range. not cold enough to freeze. 36 to 42 for a high tomorrow with rain in the district and then the colder air is arriving. it will arrive i should say, monday, tuesday and wednesday. temperatures will be in the 30's. doesn't today feel like a sunday? >> it does. >> i think i

west. also northern virginia in loudoun county west under those winter weather advisories. here's what's coming. a mix of snow, sleet, some freezing rain. kind after wintry mix. it's not too heavy in most spots. the air it's coming into is very dry. i'm not sure how much of this will survive the trip over the mountains but i think we're going to get some. right now we're fine. this stuff out to the west, this is moving east like 40 to 45 miles an hour. so it's already toward romney. it's past cumberland. in fact, it's almost into western washington county. i think it will be in hancock here in another 10 or 15 minutes. you get into win chester, maybe in the next hour. i know there are a couple of school districts in this part of the world, northern virginia that will get out an hour early in advance of this weather because we're still dealing with temperatures north that are in the upper 20s and low 30s. it was very cold last night. so even though we're getting above freezing in win chester, we could still have some ground which is subfreezing. 28 in frederick. 28 hagerstow

further to the west, air temperature of two degrees in elkins, west virginia. that is just the first half of the story. take the windchill factor well below zero to the north and west. across most of montgomery county fairfax, loudoun county frederick county, western maryland. and elkins, once again, 15 below is what it feels like. we have a windchill advisory overnight. we are looking at windchill factors in the morning anywhere between zero and 10 degrees below zero, with air temperature between four and 12. the forecast coming up. >> as we mentioned, freezing temperatures will lead to dangerous driving conditions. schools are delaying and in some cases classes are being canceled thursday. roz plater has a look at that from sterling. what are you seeing on the roadways right now? >> ice and lots of it, even in this parking lot of the lot in county school. that is also important because more than 15,000 kids in this district walked to school. a spokesperson said they thought about delaying the school, but said there was nothing that was going to get rid of the

elkins, west virginia, is sitting at 36. it will take a little time for the colder air to fill-in, but nonetheless, wind gusts of 25 to 30 miles per hour. a wind gust in martinsburg, 47 miles per hour. 54 degrees here, but the colder air filling in. tomorrow morning, temperatures in the 30's. with the wind, it will feel more like the 20's. make sure that the kids are bundled up. all of the precipitation has moved off to the east. a good bit of cloud cover moving overhead right now. after that cycle, we clear in the colder air will settle in on the back end of the system. this is just the first cold front moving in. we have another one tuesday assuring in even colder air. tonight, clearing skies. tomorrow morning 30 to 40 degrees, cold, but not terribly cold when you put in perspective. breezy and colder tomorrow, 35 to 40, but feeling like please with gusty wind. tomorrow morning at 7 a.m., when the kids are at the bus stop, prepare them for temperatures in the 20's. that is what it will feel like. even through the day with
