i represent the state of west virginia. we have just under two million hard working americans who receive 95% of our electricity from coal power generation. the west virginia coal industry supports family strengthens national security and powers not only my state but provides affordable electricity. we could be keeping the lights on this this room. i have serious concerns about the proposed regulation. we have heard already today that 32 states have raised serious objections. you predict we will reduce likts electricity prices by 8%. this doesn't add up. our monthly electrical bills are 23% lower than the national aver raj average. i'm concerned in formulating these regulations ep has not considered the impact. you kind of touched on this but i think we need to get into it some more. you don't really have great track record here. if you look at the mats rule, the epa predicted that regulation would result in the 5,000 megawatts. between 50 and 60 megawatts will be taken offline. that's ten times mistake there. the cumulativ

would they have kept that part of west virginia safe? are we doing anything that will make this safer in a material way and are we doing it fast enough? joining me is russell gold. he is author of "the boom." thank you for joining us. >> thanks for having me. >> as they start to investigate what happened here in west virginia, do we know anything about the crude that was on those rail cars in terms of combustability or anything else? >> they find it is combustible and volatile. it has a lot of light ends and it has a tendency to explode. this first caught our attention when the amateur videos came out. we were looking at these enormous fire balls coming out of these trains and asking wait, this is not the crude we know. this is not crude that we have grown used to. crude does not explode like that. we began asking what is going on? we found that up in north dakota there is very little infrastructure. instead of removing these light ends, and shipping them off elsewhere, they were putting them into the crude and trying to get them to coas

this is in west virginia.people can't go home yet with an evacuation order still in effect. one house caught fire. amazingly though, only one person injured that we're aware of. there are concerns right now about the town's drinking water that it could have been contaminated. let's get to rene marsh joining from us washington. they are testing the water. what are you hearing? >> reporter: we know that environmental teams are on the scene and they say at this point it does not look like oil made it into the water supply. of course we are awaiting results from samples to verify that. they took test samples last night. they also took samples from the drinking supply today. so again, the test samples will verify that. it's unclear when we will get those results. there was roughly -- i think it was about 12 inches of snow in west virginia. that is slowing down the transport of the samples to the lab. the concern is specifically for the town of montgomery. we know that the water supply there really focusing on that

>> reporter: the latest investigators on the scene in west virginia. federal investigators trying to figure out if the weather, the severe weather that we're having frigid temperatures and snow had anything to do with that crash. it looks like a winter wonderland on fire. a 300 foot fireball over west virginia thick black smoke blanketing two small towns. 1,000 people were evacuated. they are in hotels and shelters this morning. >> when i went outside, one of the bigger explosions happened. by that time i got in the car to get ready to get out of there. >> reporter: the csx train was carrying more than 100 tankers of crude oil. it slammed into a house. several exploded. >> we were standing by the river bank and saw the train explode and our cars explode. >> concerns about contamination, oil leaking out. power went out. officials shut down two water plants as a precaution. as for the fires, officials are letting them burn out. amazingly only one person was treated for smoke inhalation. no one else was injured. part of the concern here these older cars c

now it's west virginia. seen a long and lengthening string of these derailing, exploding oil trains. just in recent history, right? there's the run away oil train that crashed and exploded and killed 47 people in canada in 2013. a few months later, most of castleton, north dakota fled the explosion when an oil train crashed and exploded there. there was that crash in lynchburg lynchburg, virginia, last year. there was a crash today along the same line in west virginia. the federal government has been considering new standards for older tanker cars to try to make them safer. even if those new standards get approved, the rollout is expected to take 20 years. meanwhile, in places like west virginia reporters have been asking for information about the oil trains that have been moving through their communities. you know what? every once in a while, it gets hard to keep that information under wraps. every once in a while, an oil train goes off like a giant bomb in the middle of places where people live and that is
