>> i think that there is certainly parts where houses, yes, they would have to evacuate. a lot of the town is protected with a levee that was built i believe in the '50s by the army corps of engineers and i would not anticipate that to fail, and we have low-lying areas in the beach flats and other parts of the town that have flooded in the past, and i would suspect that is where we would see flooding again and damage to the infrastructure as well. >> and this a once in a 40-year situation going on right now, and so i know that things are very, very serious and please keep us posted on how things stand, and stay safe. >> absolutely. thank you. >>> vice mayor renee golder. >>> back here in new york, prosecutors are inviting president trump to come testify to a grand jury and a sign that maybe prosecutors are closing in on him. >> and this is relating to the funds that trump paid to stormy daniels before the 2016 election. he allegedly gave her money to stay silent about an affair they had. so, what is this invitation meaning for and tell us about the case. >> we are told that this case to appear before the grand jury went to donald trump's lawyers, and if you are a defendant in a case, you are invited to testify before that grand jury, and so that is signaling that this case is nearing a close, and the decision of whether or not to seek an indictment is near, and something that we could see in the next couple of weeks, and certainly not further down the line. we are seeing that it is wrapping up. and this a small group of people who are in this decision to execute the hush money, and so we have seen hope hicks, and kellyanne conway working on the trump campaign scrambling to decide whether or not to make this payment before the 2016 election and we have seen michael cohen a number of times, and he was in there today and our cameras caught up with him as he was entering the building. >> i have the applaud district attorney bragg to give donald trump the opportunity to come in to tell his story, and knowing donald as i do, i understand that he does not tell the truth, and it is one thing to turn around and lie on the social, but it is another thing to lie to the grand jury, so i don't suspect he is coming. >> one of the charges that the d.a.'s office is looking into is falsifying business records to reimburse michael cohen for making the payments to stormy daniels, and whether or not those records in the trump's general ledger were falsified. that is a misdemeanor, but they could make a case for a felony which is still one of the lowest felonies in new york, whether it is to conceal or advance another crime. it is a novel legal theory, and it has not been tested in new york before, so there is something for the trump legal team to work with, and he has denied making the payment, and this is selective prosecution, and they are looking at him every which way, and signaling which may become part of the defense here calling this an extortion payment executed by cohen who was then his lawyer and then calling trump a victim. >> they have been calling this a witch hunt for years now. thank you. >>> and this is of course happening as trump is entering the third presidential race. we go to analyst gloria borger, and as you have heard from kara, tha that is a novel legal theory, and the chances of the former president to spend time behind bars is almost nil, but what to you make of it? >> i think that he is right at this point. to a lot of people this is a contrived case. as kara explained, it started as a paperwork issue, and now it is suddenly a campaign finance issue, and potentially a felony. donald trump has a lot of other issues. he has the georgia issue, the question of fake electors, and he's got the documents taken from washington, d.c., you know, the classified documents, and he has the question of whether he led an insurrection, and so if you are going to start with a case, the people i have been talking to who are in the political world, democrat, say, this is not really the case to start with, because there are so many more serious issues out there, and donald trump, of course, he can claim, as you were talking about, that he is the victim here. he can continue to say that as the potential legal action against him mounts, and this beginning of that. >> interestingly enough, it could help his campaign. and you remember after the search of mar-a-lago, he was raising a million a day after that, and so it could certainly help. >> yes. >> and now, turning to the potential opponent, ron desantis, the governor of florida, and the reporting around it, gloria, this is the first big test, and is it a test to sit next to the governor who is friendly and not ten people at a time, and how should we frame what ron desantis is doing there in iowa? >> well, he is dipping toe in the water, and he is not doing a huge town hall where anybody can ask him the questions that you have back and forth in iowa, but what he is doing is to setting the stage and distancing himself from donald trump. he was talking about covid and how he handled it differently from donald trump. he made the point that this is no drama. you know, there is no intrigue in the desantis administration in florida, and we get things done. and who do you think that he is referring to there without mentioning donald trump's name. so he is setting it up mano a mano race and going to iowa before donald trump does. >> so let me ask you a question that we asked paul begala earlier is how the democrats are responding to ron desantis entering race, and they had been focused on a potential rematch of biden and trump, and how are they viewing ron desantis? >> well, he is raising the age issue, and he is somebody who is young, and a young family, and, you know, so he has the perfect picture in many ways like barack obama had when he ran. he had the young family, and that is the difference with donald trump and joe biden. so they would rather run against donald trump to tell you the truth than to run against desantis. i don't think that they are shying away from it at all, because they will say that he is kind of the mini-me on the culture war for example, and run on that, but i think that if they had a choice, and i have talked to some democrats about this, they'd rather run against donald trump and all of his baggage. >> do you think that the proposal and not an original proposal, and he is just the first time running this time of the proposal from nikki haley to means test social security and reduce benefits and partially or all together for the wealthiest americans and raise the retirement age, and is that treacherous for her campaign?
