my district also includes the western pacific regional office of the f.a.a. where dedicated f.a.a. engineers and program managers work, plan improvement of the airport operations. i'm extremely disappointed that this bill contains language to labor laws affecting the dedicated workers at our nation's airlines and railroads. this labor provision increases the percentage of employees who must express interest in having an election regarding union representation from 35% to 50%. this provision was included without consultation of the workers who will be affected and without a vote on the house floor. it is unfortunate and divisive and there is no reason for it to be in this bill. last august the f.a.a. was forced to shut down many of its operations because the house of representatives refused to pass a simple bill to extend its funding re-authorization. as a result, 4,000 f.a.a. employees were placed on furlough. those affected included many of the f.a.a.'s engineers, research analyst, computer specialists, program managers, environmental protection specialists and community planners.

moving into british columbia and the pacific northwest that will bring coastal rain, heavy mountain snow, as well as gusty winds. up to 45 centimeters expected in western can dane the next 24 hours. then we've got another active system moving into the great lakes region, blowing snow conditions are impacting this area. that will move into quebec tonight. on friday, severe weather will impact much of the eastern seaboard. that includes severe thunderstorms, large hail, damaging winds, even isolated tornados. but back behind the system, very strong winds are blowing, so raising the risk of wildfires in much of the southern plains. temperatures are looking like this, warmer than average temperatures are continuing on the even seaboard. we're expecting 19 degrees in washington, d.c., ten degrees higher average, and 13 degrees in oklahoma city. but as you can see, cooler air is sweeping in, dropping temperatures in the west, getting up to 4 in denver, only 2 expected in chicago on friday. heading over to europe, very stormy conditions are still continuing across northern europe, gusts exceeded 120 kilometers per hour in scotland, as for precipitation, heavy

pacific northwest and northern rockies bringing windy and snowy conditions. mountain areas could be seeing a huge amount of snow, but the exception is western washington where we're looking at flooding rain, rather than snow. that could lead to avalanches. as i said, it is a very slow moving system, so the stormy conditions will continue into wednesday night. then we've got another system moving across the great lakes that will produce a wintry mix in quebec and new england wednesday. down towards the south, showers will develop in the appalachians and tennessee valley wednesday. the exceptional warmth will continue in many locations, getting up to 14 degrees in new york, 10 degrees higher than average, and getting up to 22 in oklahoma city, 16 degrees expected in denver, with partly sunny skies. finally let's go over to europe. active front is moving through the british isles, bringing strong winds and heavy rain. in scotland gusts exceeded 100 kilometers per hour. the system will continue to move eastward, so much of the scandinavian reasoning and and baltic states will start to see slushy and windy conditions wednesday. down toward the south, stable conditions
