san francisco. this is going to give us the opportunity to add to the housing stock. there are not many sites for this is possible in western san francisco, but this is one. this housing development of 1939, whenever it was started, was always a complex of apartments, multi-family housing. but it brings diversity into western san francisco. most of the rest of the area is single-family homes. i think that is important. we are not changing anything there. we are just adding more opportunities. the concerns of the renters are legitimate, but i think they are safer with the development agreement than without. the development agreement supersedes law change, as far as i am concerned. what i am hearing is that if the law were to change in the future and rent control provisions were not as inclusive as they are now, and there were fewer protections, the development agreement in place would be a protection. that is basically what you have indefinitely. the units continue indefinitely. that was not brought up. i was happy to see a lot of people i knew were testifying. some people spoke about the fact it would not be affordable. i t

san francisco tomorrow? will you want to live in western san francisco tomorrow? i love the planning commission and i love the idea that people come before you on a regular basis week after week and that they are heard case by case. and that you listen so well. i think you make great decisions. you have to balance everything. but you're giving to a developer, cart blanche. he might come to you and ask you to modify conditions. but when will you be able to evaluate this process as it goes on through the years? you do not have a way to do that. maybe they have to make a report to you once in awhile. i am suspicious of developer agreements, and i trust the planning cut, the administrative cuts, the way that everybody knows the business is done in san francisco. you have a height limit, you have conditional uses for certain things. you are permitting a developer that is not really developing the property. he is developing his entitlement in order to sell the property. you're giving him that cart blanche. you're getting nothing but assurances. he will not divided down.

he's in san francisco's western addition. what's going on there? >> reporter: i was talking to the department of public works. drivers trying to navigate around between pine and bush. it's closed because of this tree. now the remnants of the trough fell and -- tree fell and brought down a phone line. we've got video of it. you can see crews came out here. what they did, they chopped off limbs and they shoved the limbs into the wood chipper. the chipper chopped up everything. as far as we know nobody was hurt. we're not sure how many people lost phone service. there is an alternative there. this happened about 40 minutes ago. the department of public works as well as police and fire said they're on high alert because of the weather. they were ready with the wood chipper. they got out quickly. looks like this could hope in the next 10 or 15 minutes. if you come back out live, you can see the tree has been pruned. they have a couple branches to put in the chipper, and this should be done. pine street is shut down. there's one less lane than there norm

[applause] on the board of supervisors, 11 of us, eight of us, eight members of the board of supervisors are people of color. iss true representation. but what has laid the foundation of the great muscle that has made san francisco well known in its reputation as being forward thinking also obligates us to answering the other questions some of the chals that i remarked on especially as it concerns the african-american population in after. i'm not so sure that the numbers really have dropped to 3.%. that's a quick drop from 6.2 two years ago. but whatever the case is, that decline in population is a healthy reminder that even the most forward-thinking cities have incredible work to do. thank you, everybody, and happy black history month. >> thank you, supervisors cohen and mirkarimi. just want to announce a
