they would have mass meetings, public meetings to decide what north western virginia would do. they decided that wheeling wow be the best place to have that convention. so there was safety there. so it provided a place for them to meet, to form late a plan and to embark upon one of the most incredible experiments in our american history. and the only successful secession movement in american history as well. there were a lot of issues that brought this thing to a head. as i said, it came act over decades. and they had issues to do with taxation and representation. for four western virginians who were not large slave holders like the eastern virginians were, at the beginning of 1861, there were 470,000 slaves in the entire state before dismemberment. and of those 470,000, only approximately 18,000 were in what is now west virginia. there was the 3/5 rule. it meant slaves counted as 3/5 of a person toward the purposes of representation. if you consider the number, 18,000 in wegs tern virginia. 450,000 in eastern virginia. gone, the laws of virginia had given an 80% tax break. the

young man, he succeeded his father as a bank president a a bank in wheeling called the north western bank of virginia. and he succeeded his dad as president in 1876 he was 28 years old and the youngest bank president in the united states. and he saw at that time the opportunity that people were getting into iron and steel and coal and iron ore and he kind of realized where the future was. that's when he decided to get fully involved in opening up and working with iron ore mines. in 1881, when mr. ogelbee was 31 years old, he was married to sally howellment and her parents were involved in a lot of wheeling banking industry that were very social. and she lived down if street from him, which was kind of neat. and he and sally were happily married for many, many years. she passed away before he did from comply case e kagszs of all things of whooping cough. but during the time that they were married, they had one daughter. her name was serita, spanish for little sa rarks named after her mom. and serita was the love of her life. she was lovely, tall -- much taller than the average woman of that time perio

a few clouds in far western maryland and the mountains of west virginia. we may see a couple of clouds drift out paf pa and down into northern -- pennsylvania and down into northeastern maryland. lots of sunshine. temps up to 56 in town. 62 waldorf, tappahannock and andrews. just a really, really nice day out there except for the breeze. we still have gusts to 22 miles an hour. we've had gusts to 30. the air is really dry. humidity only 43%. we're -- what we're watching for thursday is this storm spinning across texas, arkansas and la. that produced the severe weather over the dallas area a couple of nights ago. it's also throwing some storms down through tampa and south florida where they need to break their big time heat wave. we'll track this as it moves across the southern u.s. later on today, tonight and tomorrow n. will eventually end off shore. what it will do for us is give us a decent day with high pressure in control. by thursday morning we'll start to see a few more clouds around. i think we're okay through midday thursday. but in the afternoon,

few showers back towards west virginia back towards western maryland. that's all part of the system. it's a frontal boundary that's continuing to make its way our way. the severe weather back towards portions of kentucky. we did see some severe storms back towards that region. they will eventually move here but we're not going to see anything severe and not much rain at all. future weather, 11:00 tonight, a few cloud but take a look. by early tomorrow morning that's it. just a couple of light showers moving on through for the morning rush. they do get a little more as far as the coverage goes. in through parts of maryland, most of northern virginia and the district seeing these showers right around the 8:00 to 11:00 hour even through about 1:00. they start to lift up to north, baltimore, gaithersburg, culpeper, notice how much of the area is still dry though. it won't be an all-day rain and it won't be raining everywhere. see we'll see bits of showers or periods of showers as we move through the afternoon and into the evening and friday night. take the
