the fisherman wharf's community in 1989, i wasn't working on the wharf but i talked to some of the people that were. again, people ran out in the streets. they didn't necessarily take the most -- the best safety precautions as far as what was happening. and we have a unique situation like many of the areas within san francisco at any given time we get tens of thousands of visitors who may have no combrd how to handle an earthquake situation or other disasters and it's up to us as a district to be prepared. one of the things people told me is they did come together, like many communities, and find a way to make things happen. when you think of fisherman's wharf, you have the boats, you have restaurants, you have hotels. you basically have a lot of the things that you would need, but the communication between the areas was something that was identified that needed to be helped upon. the fisherman wharf's community benefit district, for those that doesn't know, it's a business improvement district. it's called a community benefit district. it's a self-assessment that's voted in for a distric

this is in the heart of the wharf. as you know, it is not a good street level experience.is poorly designed for people looking for parking, extremely difficult for cyclists and for muni. for many years, there have been discussions about how to build the streetscape. in fact, this project dates back to 2006, which is when this has happened. there is no consensus that will be presented today, and this is important not just for the neighborhood and for my district but for the entire city, and the budget analyst's report in addition to my strong support, mayor lee also wants to make sure that this project gets done for the eight america's cup. i hope that he will support this. chair chu: thank you. >> i want to start by saying that the supplemental appropriation requests before you is the design for a two- block segment of jefferson street. we are here requesting design funds so we can get started right away on design so we can get construction under way by this fall. we are going to be on a very tight timeline in order to complete the project by june 2013. and that is in time

the pressures of the 1970's, which would be when fishermans wharf came into being the way we know it today, and questionable results, the 1970's and 1980's and then the waterfront plan of the 1990's and the new millennium. a lot of the names that you will know as leadership in the city or of the port are featured in the book. the book itself is written by a man named jasper written who is a assistant professor at san francisco state university and is in the department of urban studies he was formally an employee of the san francisco planning department where he served as a lead it planner in the central waterfront plan, and his knowledge of the waterfront which was adopted in 2007. he is a current member of the central waterfront advisory committee. what ended up happening is he prepared his dissertation on the development of the port of san francisco from the 1950's to the present that worked at that time and subsequently with a bunch of different parts staff to look at numerous proposals. prior attempts to build cruise ship terminals are in the book as an example. the world trade c
