we're not just serving wheelchairs. wheelchair users need to be served, of course, but those services provide assistance to all sorts of people. scooters, other people, power chair users. there's a ramp on market street. bicycles, you see a bicycle behind our friend here. we see shopping carts, grocery carts, homeless carts, trash carts. not too many horse-drawn carts, but we see a lot of bicycles in the city and more and more demand to provide bicycle access and most disabled access up on the public right of way provides services for all of these different kinds of users. bye-bye baby buggy, multi baby carrier strollers. they would have a tough time without that curb ramps or without other --. >> this is a great slide, lawrence, because it helps us avoid that trap of looking at accessibility in terms of us and them. accessibility is really about all of us. it's about temporary disabilities, permanent disabilities or just ease of motion, of movement through the environment. >> we are really a city of small businesses. r

wheelchair or not, there's all sorts of stuff. here are wheelchair users going into a small store. these very small mom and pop corner stores are very difficult because of the need to have a lot of goods in there to make the business work. this is a real challenge. this is a store on mission street where they have actually figured it out. the aisles are nice and comfortable, minimum size but comfortable. she's going in, she can turn, she can get to the counter. it may not have the lowered transaction counter we're going to see in a counter here where someone who can't reach up to the full height of the counter can do business. that's a very cheap and easily achievable standard of improving disabled access. here is another counter with no lowered counter area. this is a sushi shop on kerni street. very open, very accessible, but it doesn't have a lowered area to do either service transaction or for other kind of seating. inside the cala market -- now, markets are required to have at least one checkout stand of a sufficient width for people in wheelchairs to use. and that checkout co

those hidden disabilities, some people feel if you're not limping, if you're not in a wheelchair you don't deserve a placard, that's not true, but the public then find the use of placards questionable. we need to address that in a larger context. we started to ask criteria -- what will make it easier for us to finds parking in blue zones. will the policy make it easier for people, all of us, you, me, all of us, people with disabilities or not, to find parking in general metered spaces and will these policies reduce placard misuse. with that lisa can take over for a bit. >> on those problems, san francisco and even california are not alone. other cities across the country have tried to tackle the problem that people with disabilities can't find parking when and where they need it. the slide you're looking at shows a map of the united states and a small portion of canada. the 11 dots represent cities that the city surveyed for best practices. they include philadelphia, houston, new york, chicago and arlington, virginia. we heard from disability rights advocates in some of these cities
