national security and whistleblowing overlaps with other forms of whistleblowing. the fact that involves state secrets -- classified but also unclassified information. that is what places it in a different category. you mentioned that we have been dealing with a lot different people in the course of this project. some very smart people, government officials, whistleblowers. smart people wrestling with very complex issues. it comes down to very subjective judgments about what is the public interest? what is the extent of executive power? you mentioned leaking. that is an interesting question. leaks, you see them in the newspapers. the concept of leaking and whistleblowing are often conflated. it is important to separate them. leaking is typically anonymous. it is highly political. it is very rarely if ever punished. these are what i would say are the key characteristics that differentiate them from whistleblowing. it is a mainstay of the relationship between the press and the state. it happens every day. there is a lot of work out there that shows the nature of seni

i like to speak to the whistleblower protection training. i actually gone through the process from beginning to end. i think experience enough to speak about it. in my opinion, most people, especially the people that are unable to figure it out for themselves, the process is basically waste of time. in my opinion, there are far more people discouraged than they actually go through the process. i would like to pose that question to a certain person but unfortunately, he's no longer here to defend himself. in my opinion, his time in the whistleblower program is not notable. the longer we go through the ethics commission, the more parent that the early days of the system is basically a failure. you know you're doing the best you trying to do. realistically under the previous executive director and his number one assistant. everybody knows the record of what happened and what didn't happen. if he wasn't in physical pain, i'm sure there would have been a lot more people critical of his so-called action and lack of action. i think he got off light
