but when we asked the whitehouse for con constructive engagement what we have seen so far is discouraging. we need to turn the page. the state of the union officers that opportunity. the american people are not demanding talking point proposals designed to get the base excited but not pass. they are hungry for substance and accomplishment. they want washington to get back to work and focus on serious jobs and reform agenda. they are ready to see more constructive cooperation especially on bipartisan jobs initiatives like the keystone infrastructure bill. keystone has support in both parties. it is an important piece of infrastructure for our country. and according to what the obama administration's own state department said previously, constructing the pipeline would support literally thousands of jobs. it has already passed the house. we are currently working to pass it through the senate. tle be on the president's -- it will -- desk before long. we see no reason for him to veto these jobs. but whatever he decide said we will keep working for positive middle class jobs here in congress.

we've got senator durbin's amendment 69, we have the toomey amendment 41, as well as the whitehouse amendment number 29. i spoke a little bit on a couple of these measures yesterday and i will be speaking more this afternoon before we move hopefully to votes. but i -- i do want to just take a minute here before i turn it over to senator cantwell to be recognized and then to senator hoeven, there is -- there have been several sense of the senates that have been filed presented on the issue of climate change. now, i think it's important for people to note that in order to approve the keystone x.l. pipeline as the legislation itself lays out there's no climate change provision that is is -- is required there. i do find it a little bit ironic that in neither of the two pending amendments that we have before us, senator schatz and senator whitehouse's, insert one ofneitherone of them actually quotes the parts of the state department final e.i.s. that explains i think in pretty fair detail that this project will not significantly contribute to climate change. in fact, the state department found tha

one of which i think you heard about today because was sheldon whitehouse here, did sheldon come by? one is called the recidivism reduction and public safety act. it's had some success in the judiciary committee. got a little changed in committee, but the idea is take what we've learned in second chance and apply it to the federal prison system to provide credit for people who go through second chance prisoner reentry-type programs s. so it does relate very directly to some of the sentencing reform that's been talked about today. so that's one i hope you'll all be able to work with us on too. we expect to introduce that shortly as well. think about federal prisons and more focus on that which is, again, we at the federal level can play a particularly important role. and the final one is cara, the comprehensive legislation that deals with addiction, and it is, to me, sort of the broad picture because it has addiction recovery but also second chance, essentially. it goes back into the prison system in that about 80% of people getting out of prison have some kind of issue with substance
