the whole city is in a kind of mayhem as armed groups, rebels, gadhafi loyalists battle it out on the streets of the capital for control of this city. we've heard from government officials that 376 people were killed in the 24 hours up until a few hours ago. obviously with those fierce gun battles still raging and areas of the capital now confirmed to be in the hands of the rebels and anti-government control, we're expecting that death toll to rise much higher. this fight for tripoli is a very intensive one. it's by no means over or even close to being over at this point, fredricka. >> and is it difficult, matthew, to tell who's side anyone is on? >> reporter: from our vantage point here, it's not. because everybody in the hotel is a gadhafi loyalist in terms of government minders and the men with guns are in the lobby. that's been the case from the outset. in fact, tripoli itself has been very quiet up until 24 hours ago. there's all kinds of pockets of stability and calmness during the libyan crisis with the exception of the first weeks of crisis where there was an uprising here tha

the whole city, there are 2.2 million people, but the real city of amsterdam, there are less than 800,000, which i think is about the same as san francisco. i will also pass around a few sheets. the important thing is that amsterdam is one of the five major economic central's -- economic centers in europe, and we want to stay that way, and we are an attractive city for international business, like the american and asian companies that like to have business in amsterdam. it is a real nice place to stay. experts like to live in amsterdam, and is accessible from all parts of the world. it is also very important case of cycling. what irony said, 2.2 million and happens, but the last line may be the most important, about 120 kilometers per day traffic jams. that is qu7?) a lot. this distance is not more than 25k. we have a real problem. that is not good for business. for us, it is active transport, really important as a solution for being accessible. ok, does it work? yes. this is the city. at the red lines, these are the congestion. this is the pattern of workers who go to work in the morning

how will you balance the needs of your district with the needs of the city as a whole? >> i think my district as a microcosm in the city. if you look at the diversity of the population, class and race, you can see my district completely speaks to i think the challenges and the greatness of what san francisco presents and i don't see myself as just the district supervisor but i'm obsessed in making sure my nose is in the grind stone in dealing with issues that are very district related but i believe, though, that i speak to issues city wide just in the presentation of what i shared with you as we're surfing in our discussion here, that these issues are underpinnings i think of what challenges san francisco. what i legislate, i can legislate things that groundbreaking i have been told. like we were the first city in the united states actually in the hemisphere, i learned after the fact, to ban plastic bags. i had no idea we were going to have that kind of place in some legislative hall of fame. i had no idea about that. i had no idea that my office of interns and staff and

we also represent the whole city. any district supervisor that focuses on the district without addressing the citywide issues is not doing his or her job. every day, i make sure i am working on the major citywide issues and the district issues. i try to be disciplined about that. >> how will you approach the tough choices? >> i think we have to start by looking at the most critical city services that we cannot do without. what are the ones that if they deteriorated, we will pay the price on? public safety falls into that category as a basic critical service. transportation, making sure we have the functional muni is critical. core public health services like dealing with mental on this on our streets -- with mental illness on our streets. if we do not provide services, we will pay the price. it works out from there in terms of budget priorities. >> with your plans on dealing with homelessness? >> it is homelessness in general and behavior on the streets. we need to make sure people have access to services. i was a sup

the city i -- the whole city is a bit optimistic and does not address these risks. two-thirds of the residential class, that is a nice chunk and leave some left over. in conversations, there is a size of program which we -- it is not worth the hassle for them. by comparison, the arrangement that iran has -- mraimarini has has with shell, it is not all these terms are in flux, nothing is totally hammered out. that is the general [inaudible] of it. there is megawatt hours which do not change very much depending on how many customers you have. the more you have, the lure that becomes. -- lower that becomes. >> commissioner moran: how would they be selected? >> we were thinking that would be a geographic areas. 7% of the overall residential accounts. that would be across san francisco. the actual identification of which census tract or block or however we cut of the geographic areas, we have not finalized on that. the first crack out of the box, we do not want them to opt out. but what customers that want to stick with the program. -- we want customers that want to stic

part of that is that we have had, as you can imagine, for the whole city graffiti is a big problem for us. muni had some success in arresting and prosecuting folks. we have not received much in restitution at this point, but the fact is that we continue to use all the resources, including cameras. i think that the other thing here that we might be able to bring to the table is that we have a kind of blended program for shelters. with others we have been successful with our clear channel program. putting up and maintaining a shelter, such as cleaning and general upkeep, this area, it is our feeling that in addition to improving cooperation with our sister agency, we have other avenues for not just cleaning, but providing better information. i think that that is where we are at this point. supervisor mar: thank you. mr. gill crest? >> thank you, supervisors. i am tasked with managing improvements in the rehabilitation of the park. currently, we are in the middle of the community design process. without getting into a lot of the details, eric and john spoke eloquently about the operationa
