we also represent the whole city. any district supervisor that focuses on the district without addressing the citywide issues is not doing his or her job. every day, i make sure i am working on the major citywide issues and the district issues. i try to be disciplined about that. >> how will you approach the tough choices? >> i think we have to start by looking at the most critical city services that we cannot do without. what are the ones that if they deteriorated, we will pay the price on? public safety falls into that category as a basic critical service. transportation, making sure we have the functional muni is critical. core public health services like dealing with mental on this on our streets -- with mental illness on our streets. if we do not provide services, we will pay the price. it works out from there in terms of budget priorities. >> with your plans on dealing with homelessness? >> it is homelessness in general and behavior on the streets. we need to make sure people have access to services. i was a sup

we do not do the whole city. we need a permanent medallion sales program. one that includes all of the medallion holders and one that is ongoing. not one that starts, stops, and includes some, excludes some. but a niggardly excluding the pre-k medallion holders, when they knew there is going to be a proposal to make them nontransferable. at the time they bought their medallions, they were transferable. i urge you not to exclude the pre-k medallions from being able to sell. you want to sell? this is what you have to do. you want to buy? this is what you have to do. determining the price of medallions, the city can use the money, and it is part of our system. at least tempering medallions for the next four years, which would cover the people buying cars, began whenever your study comes out, i do not think anybody in the industry would be against the issuance of 100 more cabs. i am sure we need way more than that. but 100 with least relieve some of the pressure. chairman nolan: thank you. secretary boomer: [reading names] chairman nolan: i do not see that one

how will you balance the needs of your district with the needs of the city as a whole? >> i think my district as a microcosm in the city. if you look at the diversity of the population, class and race, you can see my district completely speaks to i think the challenges and the greatness of what san francisco presents and i don't see myself as just the district supervisor but i'm obsessed in making sure my nose is in the grind stone in dealing with issues that are very district related but i believe, though, that i speak to issues city wide just in the presentation of what i shared with you as we're surfing in our discussion here, that these issues are underpinnings i think of what challenges san francisco. what i legislate, i can legislate things that groundbreaking i have been told. like we were the first city in the united states actually in the hemisphere, i learned after the fact, to ban plastic bags. i had no idea we were going to have that kind of place in some legislative hall of fame. i had no idea about that. i had no idea that my office of interns and staff and

they came to us to paniers, not only the mission, but the whole city and organically, we came together to create an arts program and a soccer program. the end result was that there is tons of children and people involved in during the whole time they were here. and we got a soccer field in the mission as well as other soccer fields throughout the city. i come to you today because of sacred water. water that begins today we are born in the womb of our mothers. as indigenous people, will want to make sure that water is incorporated in terms of educating the people, especially in terms of children. we need to educate our children, and this is an excellent opportunity to organically teach our children and youth about being free from obesity and look at father sky that gives us this gift of agua for free. some people have made money off of it. just like the beautiful plan that was laid out on how this whole thing will be organized, there is no plan for the arts. recently, the america's cup blow us off and sent a letter and said, nothing cute. and so we are asking you as our elected official

doesn't have a lot of stake in this one small neighborhood and the city as a whole has a greater interest in the areas especially a commercial district with out of town owners and corporations that are property owners and office workers that don't live in the city and have a stake in it and what happens is many businesses have a stake in what happens. and how do you gauge all that with a simple vote of property owners? and it becomes an issue of, well, you have this vote and it's informational owning and and how do you explain to them what we're having this vote. and i think this is one issue that bears this will have consequences. and personally i think there needs to be buy. in for any district but i don't want us to handicap the land use policy thinking because of that. on other issues, i think, again, your commission can do as it pleases in a sense and you can always do that and if you may have a district that comes with no comment and why should staff be forced to come up with the document when you have no comment and that is something that you can always ask for and it may
