the power failure caused havoc, with whole cities grinding to a halt and transport badly hit. it broke down 20 of the 28 indian states. the san antonio international airport has been evacuated after officials said the date received a bomb threat. someone called the airport and a very specific threat, but did not elaborate. they complained of parking away from the gates. a case that has grabbed international headlines, today one of the richest -- richest men in britain pled guilty to burying his wife's body. his family founded the multi- billion pound tetra pat business. the body was discovered three weeks ago at the couple's home. >> on the surface, they had it all. handsome, rich, and privileged. but also addicted to drugs. founded their luxury home in chelsea the night of july, medical reports showed the body had been there since the beginning of may. and to add to the distress, her parents were at the house when the oulier decomposing body. it is likely that she died from halt -- heart failure and the effects of drugs. her husband could not cope with the emotional trauma of

so, at the highest level, our fiscal 1213 budget is for the whole city $7 billion, of which $3.5 billion is in the general fund. the number of employees in the city is willing to 26,878. we came to agreement with our labor unions and from the general pattern in the first year, the furlough day that had previously been agreed to expired. that was worth about 4.62% of wage. that did contribute significantly to our costs going up. this side is showing you buy service area how we are proposing to spend the city's money this year. you can see a significant amount in public transportation and commerce. public health, 19%. in fiscal 14, the budget grows slightly from the proposed budget to 7.5 $5 billion, with a general fund up to -- up to $3.6 billion. we offer a couple of other hundred positions growing into 50,000. in the second year, the general pattern was 1.75% increase. reflecting changes in the employee participation only health care. that would increase annual access to 3% in the second year. this slide shows you, again, what is happening by service area in the proposed budget. not sig

we also represent the whole city.ny district supervisor that focuses on the district without addressing the citywide issues is not doing his or her job. every day, i make sure i am working on the major citywide issues and the district issues. i try to be disciplined about that. >> how will you approach the tough choices? >> i think we have to start by looking at the most critical city services that we cannot do without. what are the ones that if they deteriorated, we will pay the price on? public safety falls into that category as a basic critical service. transportation, making sure we have the functional muni is critical. core public health services like dealing with mental on this on our streets -- with mental illness on our streets. if we do not provide services, we will pay the price. it works out from there in terms of budget priorities. >> with your plans on dealing with homelessness? >> it is homelessness in general and behavior on the streets. we need to make sure people have access to services. i was a suppo

so with that, if i may present to the family, on behalf of the whole city, the board, police departmentunity organization, i would like to proclaim today, in recognition of this event, the chinese red center day in san francisco. by the way, a low budget and on time? are you kidding? >> that concludes the general manager's report. >> thank you very much. >> is there any public comment on this item? >> good morning, commissioners. i am the president of humanitarian mission. 13 years ago, our organization created in golden gate park a garden of humanitarian. this was created in honor of humanitarian heroes. people who risk their lives to save the lives of other people who are persecuted by terrorists, religious fanatics, or totalitarian regimes. every month, our volunteers are working in this garden, cleaning, planting trees and flowers. we bought benches and tables for this place. we explained what it means, humanitarian principles. it is very important for education. what is happening in recent times, the administration of the golden gate park takes away the benches and tables from this

need to retool soma because it's actually one of the most financially successful mabeds in the whole city. with right now the highest -- commercial rents of anywhere. so i think it would be interesting to add on to this analysis or to bring into this discussion a discussion with some of the people involved in the companies that are so successful there. and to understand what attracts them so much this area. is it the building stock, the large floor plates, the industrial character of the buildings? is it easy access to 2 a.d., it looks raw and funky, is there something that we as planners and architects aren't even thinking about that they find so compelling? so i think they were there maybe originally because it was cheap. but it's no longer cheap. and they're still coming. so i think that would be another perspective to layer on to this. >> thank you. i really -- if i may, i really agree. i think there's an incredible richness and variety in soma already. and so maybe part of what the presentation is bringing forward is that maybe on the corners, there's an opportunity to add something

they have to go across the whole city. one of our board members is in downtown. they have to go to pediatric dentist on mission. and they have to go to go to oral surgeon in west portal. after that they end up in richmond. so, you know, for those kids who are disadvantaged now we're creating more obstacle to start care. my desire in this building to have a multispecialty clinic -- to have different specialists, an ort donic, an oral surgeon are -- where there's a collaboration of effort finding ease of space. i've gone above and beyond to accommodate the neighbors and we've had five neighborhood meetings. for the sake of moving the project alone, i signed a contract with a neighbor. and i said for the sake of moving along, we're going to remove the fourth floor. so we took the fourth floor off trying to be accommodating. i really appreciate your time and hope that you can support us. >> thank you. >> i'm a recent high school student. i leave for college next week. i've been a recipient for smile for a lifetime. i have brateses that you can see -- braces that you
