the initial roll out of the initial pilot program as well as future anticipated and much desired growth of the program so it can become a city wide program a few months ago we launched bay area bike share in san francisco san mateo and santa clara counties and that will increase to 500 bikes next year. bike sharing is a very important part of the future of transportation in san francisco in terms of becoming truly a transit first city we all want to have more access to biking in san francisco and this is a key part of that strategy. for people who have bikes they may not want to carry those bikes around with them all the time and having the option to be without your bike and still bike when necessary is important and in addition there are people that don't own a bike but they want to be able to bike when they need to get somewhere and muni or driving or walking isn't necessarily an option. so transit first is about giving people as many options as possible biking and bike sharing are one of those options. it's also important that we move consistent ly to have a city wide bike sharing program currently the pilot is focussed on the

it is item 24 that to me as a resident of a different district has the larger city-wide impact. and i want to thank supervisor avalos for his openness to discuss the more specific concern i had, along the lines of what supervisor mar indicated. that item 24 allows a platform of how we deal with medical cannibalis. i want to be sure that we do it right. that we have as inclusive a process as we can. and i understand that supervisor avalos recognizes that and committed to making sure that happens. and that means making sure that everyone that has an opinion on this has an opportunity to weigh in. as the author of the legislation that created the task force. i can tell you that nothing is simple when it comes to the medical cannibalis community. and the most simple and basic thing has complexities behind it. and it's in light of that complexity i would like to make an amendment. and make a motion to amend item 24. by amending on page 2, line 11 of the ordinance to change the date from january 1 to may 1, 2014. with the understanding that it's possible that the work can be completed

something that the mta has already committed to starting as a project, they have already begun the process of serving locations and blue zones city-wide and this is something that san francisco can initiate without going any further at the state level. this next recommendation is to increase the enforcement over placard misuse. what we're seeing on the photo is a vehicle parked with a blue placard but what's missing is the person that actually belongs it that placard. this illustrates what we learned to be a challenge for enforcement. during our committee discussions we heard from the parking control officers and we learned how time-consuming the process is to conduct enforcement. the peo's work as a team, they have to be able to interview either the driver or the person who is in possession of the placard in order to verify that they are using that placard legitimately. now what makes that difficult is that there may be a placard holder who is a passenger who is being driven to an appointment and that placard holder may actually be somewhere away from the vehicle, around the corner at that appointment. so just interviewing the driver
