commissioner wiener? we want to welcome commissioner scott wiener to his first meeting of the transportation authority. commissioner wiener: i hope i do not ask any question that i should not get the answer to. anyway -- thank you for the presentation. this is critical to the future of san francisco. i have a couple of questions. you said abag will distribute any excess -- again, forgive me if i should not ask this -- but what happens if we provide 50%? what happens if they request another 30,000 units? >> in the past, san francisco and abag have not agreed, but we are in convergence now. but they won in san francisco, we are planning to do that. in other communities, we are working with them. there is always some back-and- forth among jurisdictions. perhaps in contra costa and not in another area. ultimately, abag will adopt these numbers. the jurisdiction will have their representatives advocate for them. commissioner wiener: is there any enforcement mechanism at all? >> we always ponder this question.

commissioner campos: commissioner wiener? commisioner wiener: first of all, i wanted to thank commissioner avalos and commissioner chu for requesting this information. it really does impact people's commute in a significant way. my question is, typically, how soon before a switch back occurs does muni decide to switch back? is there a typical time parameter? is it, we decide and two minutes later, do we know ahead of time? >> i can only give you a firm it depends. the conditions are such, where if we have a significant delay -- 15 minutes approximately on the rail side. it is a combination of the line management center, which has a view of the entire system. the control center speaks to the operators and st. inspectors who actually supports the switch back on the straight -- street. we tried to give people notice as soon as possible when there is a gap. from our perspective, it should be soon and frequent, in terms of letting people know, both in terms of making announcements and resetting the destination sign. that is our pr

commissioner wiener: thank you. i will be supporting this item, and i do support the central subway. we do need better norton-south service in the -- north-south service and better access to chinatown. i do believe it is important to keep reminding ourselves that the has not gone or is not going as far as i would hope that it could go at some point in the future. we have a history in the bay area and san francisco of building rail and subway systems that are not extensive enough. we made a huge blunder in building bart and allowing some counties to opt ow. we are now paying the price for not having an extensive enough bart system. we have another transportation system covering a small portion of the city, leaving the west side to struggle without transit system. this line, although i support it, is not long enough. i hope we will do whatever we can to extend it up to fisherman's wharf. i think that is important for the future transportation needs of the city. i also just want to note an additional concern that i kno

i also wanted to echo my colleagues in banking supervisor wiener for calling for the hearing. i know that the policy would also impact the northern part of ocean beach and people with dogs, but also residents that love the space without dogs. i think there is going to be a good debate with the hearing, and i look forward to for dissipating as well. i also wanted to thank supervisor kim for the in memoriam for my friend. i am introducing today a resolution for a request for a hearing in the aftermath of the tragic death of a runner at the finish line of a marathon in golden gate park. the race organizers were roddy co-productions, and i think that should be a wake-up call for much safer athletic events, especially in golden gate park. i was saddened to hear about the collapse and death of peter hoss after running the kaiser marathon. the only ambulances available had been diverted to care for another runner and novak were available. it took city response personnel 22 minutes or six times longer than average to get to his location to provide assistance. -- no back ups were avail
