supervisor wiener. supervisor wiener: i appreciate the comments. the intent is we have an automatic formula that keeps depositing over and over. we get to the same result. we placed a cap on so we are no longer over funding the fund in the extreme. we wanted to put a base line in there so we do not have to constantly go through supplemental appropriations. it is a pretty modest baseline based on what we know we need to spend in these accounts. it applies in the years when we will actually need to spend in supervisory and merrill. even if there is no public financing that will occur in that year. this is an effort to have an alternate system that is more in line with actual practice. i do respect their marks. -- of the remarks. president chiu: any further discussion? i would like to ask our deputy city attorney given that this legislation would need a palm -- approval by the ethics committee. we can make these amendments here but we send back to the rules committee after which it would be sent to the ethics committee. >> the board can be -- make the

commisioner wiener: thank you. will bring but the mta and dpw to respond. >> you received the memo that came to the dpw, at risk in. on the second hint of the memo, it lays out our initial scope and budget with a recommended sources of funding to proceed with the project. overall -- and i admit, it is a conservative schedule. we hope it can go faster but do not want to commit to something that we cannot promise. we are working on a 60% on certain tape. if we do not know the exact answer, we are going to prepare ourselves at that point. or the planning phase, we will be moving for prop k allocation requests quickly to fund the planning stage. dpw will be contributing general fund dollars, i believe, and other fund within the budget to fully fund that. i do believe, over the course of the project, as you get into the detail of the design and construction costs, those will be changed and modified. the certainty and range has to do with the level of the project going forward out of the cma block grant, which i think we

i support supervisor wiener's amendment. thank you. president miguel: thank you. >> commissioners, my husband and i helped initiate two historic districts -- the liberty hill historic district, and the tenderloin. we also own two buildings in each of these districts that were landmarks. one was listed on the national register prior to the district being formed, the john mcmullen house and garden. the other is the cadillac hotel. in each of these buildings where historic designation was initiated prior to the historic district, we managed to creatively -- that both buildings to national register standards for extremely low- income people. the john mcmullen house and garden was a boarding care home for people who are mentally disabled, so we not only met those standards, we also met the licensing standards by the state of california to do that kind of work. we did not have any problems with making it handicapped accessible, with having sprinklers or any of that. as a matter of fact, the historic community bend over backwards, and we rece

commissioner wiener: is there a presentation from staff? if everyone could speak clearly, a closely to the microphone, to contend with the background music. >> understood. eric cordova, ybi corp. mission manager. happy to present this item. i am here to update you on the contract terms we are requesting an amendment on as well as the overall current status of the project. i'm going to jump right into the contract information and quickly give you a history, of state. at the end of 2010, the authority issued an rfq requesting qualification statements from engineering and environmental firms. we received six proposals, reviewed them, and executed a contract with the wmh corporation. they definitely had the superior understanding of the project as well as the team that could handle all phases of the project, the engineering, environmental, etc. it is also important to recognize the rfp included provisions to amend the contract to include the following services that we are here to discuss, the environmental phase and design phase. we have just f

>supervisor wiener: just some context here. i know in the last week the speaker of the state assembly put out a proposal statewide for state college tuition. anyone with a household income of $150,000 would qualify for a dramatic reduction in state college tuition. 100 tricky thousand dollars in modesto or fresno or other parts of the state would translate to a significantly higher equivalent standard of living. in terms of justice a note, with respect to these different categories according to the speaker of the assembly, $150,000 is -- for households statewide is some sort of our rule of thumb or indicator of people who are struggling financially require assistance. just to put that out there. >> this tells you in san francisco who falls within these categories. as supervisor wiener said. we can always cut this chart up in different slices. what we chose was 050, 50 to 80, 82120 at about. the largest part of 27% falls below that 50% ami. 44% fall between 50-150% ami. the largest is 29%. in terms of the 345,000 households, tha

commissioner wiener: this is technically item nine. if the clerk to call item no. 9. >> state and federal legislative update. we are on item number 9. >> i think it was highlighted on the matrix, a footnote that list the number of measures we were watching carefully last year that have been dispensed with. the recommendation was to delete those from the matrix going forward. they were either approved by the governor or fail to make it through the legislature by january 31. that is the record of those bills. a new measure that we are taking a position on or recommending a position on is found on page 7. it is aba19 in deals with bike ways and caltrans. author has struggled in allowing the county to have approval on class four bikeways. i think he is finally hit on something. we are recommending support. the bill did make it out of the state assembly by january 31, so it is still a viable measure, and it will be moving to the senate. two other bills i want to bring to your attention. one is directly to your point about ceqa reform. a lit

supervisor wiener: thank you. >> thank you. i wanted to appreciate the idea, the notion that we want to pet low-income people against high- income earners. there is a lot of basic things that can be done, some principles that could be followed to make sure that does not happen. you can make sure that we continue to prioritize people who are extremely low income. as we all know, the rent burden for someone who is earning less than $1,000 a month who is paying more than 30% at having to each top ramen and having their children experience hunger is different from someone earning $80,000. we can also ensure that they are not pitted against each other by not pushing for policies that would displace or hurt the very low income people. that would be another way that would end up pitting those populations against each other. we can make sure that no resources that would be potentially able to go toward housing, the most lowest income people are not used to subsidize people of higher income that are not facing that struggle. in the hous

supervisor wiener: i just visited iper 80 -- pier 80.now that more activity will be coming up as the america's cup comes through. what will be different in that vicinity in terms of activity? >> some of the other america's cup teams may be there. supervisor wiener: can you explain how close the site is to appear 80 -- pier 80? >> it is about half of a mile from the site. the more intensive use that we expect to the site would be where the port is looking to potentially export the ball products -- bulk products. there may be more trains coming through there. we express that through the community and the wellness center. we will do our best to help mitigate the issues surrounding the proposed increase in rail traffic.
