. >> supervisor wiener. >> thank you. this has been an interesting discussion and i guess my perspective is different than supervisor campos'. i think it would set an extraordinary /pres /tkepblt precedent for us [inaudible] if we want all elected officials to have to file an 801 in this circumstance or department to file 801 in addition to 803, then by all means the member of this board or mayor can submit a drafting request to the committee. state law requires you disclose travel after. we didn't just announce that in one circumstance we're going to now require that you do this. we amended the law, went through the legislative process. if someone wants to do that here and say that everyone has to file an 801, by all means someone can sponsor that legislation. we don't have that legislation. what we do have is state law and the agency that enforces that state law, agree or disagree, has stated that the district attorney was required to file an 803, but not an 801. he complied and filed an 803. now any member of this boar

just categories of concerns that have been raise that have been in part addressed by supervisor wiener's legislation but there is a suggestion by supervisor kim's version that ought to be changed. first is the question around notification. if we are going to somehow create some more certainty around various appeals that it's important to have some level of notification. supervisor wiener in part reflecting the planning department's plan to provide more technology to notification essentially has something that is more e-mail based that it be pushed out via e-mail. supervisor kim has a more paper version approach. the way i read it is that supervisor sentence e-mail notification unless paper notification is requested. i wanted to ask in particular for the planning department could you provide a different clarityey on the different categories and what you think is the most efficient way to do this to provide the due notices that the community wants to see and deserves? by the way, i will just say these are through pages 3 and 4 as well as other places in the draft. >> good afternoon, superv

supervisor wiener? >> thank you, madam clerk. today i'm asking the controllers office to -- we've already begun preliminary work on this to study and analyze what a small ticket surcharge or large events held in stadiums, large venues would be able to generate from munis as a transit related ticket surcharge. sporting events, concerts and live performances are the heart of san francisco. we want to make sure we are fully supporting these events with a robust and reliable transportation system. currently when a large event is held at the large park, the munis metro system is completely overwhelmed and effectively defunct for everyone else who needs to use the system. we don't have enough vehicles to accommodate this influx of transit users. it's important to free up munis to ensure they are serving the city as a whole. right now munis doesn't have any spare light rail vehicles. if they need to be concentrated in a certain area for an event, that means we don't have enough for the rest of the city and as you know colleagues, munis

number 6, -- and that last one was amended by supervisor wiener. number 6 would provide that once the clerk has scheduled an appeal for hearing, all other city bodies should not take action or make approval. and number 7 was an amendment that was proposed by the clerk and accepted by the committee. this would establish procedures for the clerk of the board and for our department for these appeals. it would require that the planning department advise the clerk within three working days of a filed appeal as to whether or not that appeal is timely. and then it would give the clerk 7 days from the filing of the appeal date to determine if the appeal complies with the requirements because there are additional requirements besides being timely. and whether it is timely. the clerk would need to provide that notification to the public within 7 days. and then lastly, there was language that would require the clerk of the board to schedule the appeal hearing no less than 30 days after filing and no more than 45 days after the appeal is filed. so, supervisor
