again, while i do respect senator wiener and his work and at the state level this particular bill is troublesome to me. some of the other clauses that i have here i wanted to share with the public is that san francisco has spent years working with communities on planning efforts resulting in affordable housing and infrastructure impacts. the board of supervisors is committed to working with other jurisdictions and tenant advocates to address the crisis by amending fb827. in the further clauses i wanted to urge the state leaders to fund affordable housing stream to address the housing crisis. that funding is a huge challenge. the last clause is board of supervisors will continue to monitor the progress and may provide additional comments as the bill is heard at committee hearings. that is my proposal to supervisor peskin. we do agree amendments need to be made but, of course, it will get down toward smithing here. do you have any comments, thoughts? >> madam chair as much as i would like to send a strong message to senator wiener and the state delegation, i think you have articulated

amendments covered by scott wiener are window dressing at best. they do nothing to moderate the wholesale rezoning of san francisco and other urban areas. without any commence rat value recapture. on their face, the amendments presume displacement of current residents up to and beyond 50 miles. they impose means testing for displaced residents in order to receive a financial assistance. they do not define a com rable unit and they provide no agency or funds for enforcing the rights of the displaced. they do not increase affordable unit requirements. sb-827 will not compel density anywhere but in transit rich areas. the i am balanced housing burden on on cities will increase excessively while suburbs will remain exempt. even the definition of transit rich is a ruse as noted in the department analysis. spotty service outside of commute hours is not a consideration in the bill. sb-827, along with companion measure 828 wipe out planning department work to accommodate growth within a framework that values and protects a diverse community historical res

i actually applaud senator scott wiener for taking this on. i'm sure he's not a fan of many planning commissions around the state, whether it be us or cupertino or san jose or fresno, but i think he's got the broad interest of california in mind. we need more housing. i moved here 25 years ago. i was able here on a decent e city salary to live here. i don't think it would be done today. we often explain about cupertino or brisbane not doing their part. i think we have to realize that this bill does not just apply to san francisco, it applies to the region. i actually thought this map was telling, but i think supervisor peskin had, and others, shown, you know, it should be more on the peninsula that housing should be allowed, and i think we should even go beyond san francisco and make recommendations on how this could go just beyond this transit definition so that other areas in the peninsula and elsewhere around the region get upzoned and, you know, allow for more housing density. i think the way it's crafted now, it does put too much of the w

beds do we think we need to address what we're seeing on the streets, and specifically if senator wiener's bill passes, and what are we looking at? i get asked all the time, what will it actually take to address the problem and really help those who are suffering on our streets? how many more beds is it? do we have an understanding or any type of idea on what that will look like? >> i can tell you we provide percapita than any other county for beds. i think you have the combination of the lack of housing -- that's why this last year we put another 100 beds on-line in anticipation they were going to get more housing. and so the level of care that we developed at st. mary's is the next level of care next to a psychiatric and inpatient stay. and we don't want people at that level of care. we really want people atloer levels of care and into housing. the fact that we have a methamphetamine epidemic right now does make it very hard to kind of estimate what our numbers are, but we do know that i'm still working on expansions of some of our other programs, and we are trying to find that formula.

just as an aside, i was at a senate hearing, and senator wiener said counties really embrace them, but it's a significant shift away from what we do and it takes a significant amount of time and state funding. the second is a 4-e waiver, and what it basically does is allow us to use federal dollars in a much more flexible manner. without the 4-e waiver, we only get federal dollars once we remove a child from his or her home or birth parent and put them into foster care. well, good practice says you want to give supports to a family in either a preventative matter or before the abuse or neglect reaches a level where you have to remove a child. so under the waiver we get a fixed amount of federal dollars to allow us to do those preventative services, to allow us to develop things like a visitation center to support our kids who are placed in other counties, to support things like emergency placements for youth who have super high needs to they don't have to be in -- bounce from group home to group home or go awol or things like that. it's really been for us a much more effective tool at
