and willie brown, tremendous friend of the police department. don't know if we have been blessed to have a mayor more supportive in our hiring plan, than mayor lee. i appreciate everyone working together to support us here in san francisco. now to the matter at hand. we are privileged to be here of the 56 sworn officers that are sworn to the rank of sergeant, captain and deputy of chief. in all endeavors leadership is critical to success. as we move into the first half of 2013, solid and sound leadership as commissioner loftus spoke us is critical to the success of the san francisco police department that challenged our able to provide top-notch law enforcement due to staffing and budget challenges. this past year we were expected to do more with less, and this expected to be the new normal. not only did we persevere, we excelled. we went into the neighborhoods and heard them. we lived through one of the busiest december in san francisco, and a good january and february, we can talk about that play-calling later. we were relatively unscathed for

we turn to willy brown. which one is going to be remembered? >> i think he has given the signature of his career. from now on, everywhere he goes, there's going to be a water bottle readily available and it's going to get larger and larger and larger. >> you have been covering politics for a long time. you know the visual versus what people say. did this guy lose out to the visual? >> yes. this is an example of how social media is driving the whole message in politics. he had such a problem. he's going to continue to. that speech is a disaster for any republican. christie turned it down. the imek stations are -- expectations are so high. with rubio now, they're looking at him for 2016-- >> whoever makes the response to the president is the contender? >> allegedly the contender. >> what's wrong with the speech first of all, you don't need a response to the president's speech. let's start with that one. >> you're no fun at all. >> you have no audience. none whatsoever. and all you can do is become cannon fire for those of us who are criticizers.

for that we turn to former state assembly leader willie brown.realistic all of these new laws being propose and had what are the chances of them passing. >> i think they're very realistic. after all, it was back in the late 80s when the roofs measure on assault ban passed and signed it into law. so california already has a history of being able to address this issue. clearly you need to do something about background checks. clearly you need to do something about the availability of weapons for people who have some challenges emotionally speaking. clearly you should have an insurance coverage if you own a gun. all those things can pass in the state of california. everybody points toth nra and says they are the bad guys, they are the once if you're for gun control, but they manage to get the votes out on their side, and the other side which polls show reflect people that want the controls, it doesn't. i mean, if you look at the polls nationally and locally a majority want gun control so why doesn't that translate into election. >> i suspect phil, b

this school, the willie brown school, we definitely want this school to be built. but we want it to be built with minority participation, we want the contractors from the 9124 area to have a part in that. we want to go out and make sure that minorities have an impact on building this. we want to make sure that i know the city came up with a new minimum standing to have 25 percent of our community in 1975 had a memo of agreement that was ratified and signed by the board of supervisors and the mayor and the unions to have 50 percent community, and 100 percent city-wide and those are the same mandates that we are going out for bay hunter point. i don't care what the city comes up with, we are demanding 50 percent community and 100 percent city-wide contractors and we want to make sure that this city, contractors, have a part of that contract or this school day by day will be stopped. >> thank you very much. >> thank you, public comment on consent items is now closed. item g, consent calendar. i would like to hear a motion, please? >> move for the consent calendar. >>
