william bratton, thank you so much for coming in to talk to us today. as you know, the last time america had a very serious gun control debate was in the early 1990s. of course, you were chief of police in the new york city area. and that was followed by a two decades decline in crime. i was hope we could begin by having you put that decline in crime in context. >> the investment in the '90s was 100,000 additional police were hired. additional money went into research, into prisons, into rehabilitation efforts. research was critical. there was the assault weapons ban on certain types of assault weapons. the impact of that particular piece of the legislation is still being debated. some studies indicate it had an impact. some studies indicate it did not. from my own perspective, i look at every life saved is a plus. every incident that didn't occur is a plus. it is quite clear that hundreds of thousands of individuals who did not get access to those type weapons, that clearly there would have been incidents that would have occurred with those weapons but

he was seen here with then police chief william bratton, the police advisor relm hired by oakland.say his crime spree began sunday night when he shot and killed a woman, monica kwan, the daughter of former police captain and her fiance, a 27-year-old man. last night police say he attempted to steal a boat from the harbor but was unsuccessful. now steal on the run dorner shot at 4 police officers at two separate locations ambushing and killing a riverside officer at a traffic light and injuring another. dorner is said to have a vendetta against all law enforcement but specifically l.a. officers who he accused of corruption and blames them for his unjust dismissal. in a press conference this morning the l.a. police chief mourned the victims. >> the city mourns the deaths of monica kwan, keith lawrence, and our brave riverside police officer. i also feel great sadness for the injuries suffered by my officer, the second riverside officer and the two uninvolved citizens. >> the police chief mentioned the two citizens. police say officers fired on a car in torrance who they mistook for t

william bratton has just been brought in as a consultant to the police department here.on had has a success record. people will argue with his tactics but he has a successful record in new york, los angeles to a degree in boston. how do you see this affecting the oakland police department. >> we will take any and all help whether it's bratton or anyone else. we don't want a band aid. we need a long-sturm strategy to deal with the crime problems in oakland. with just 600 officers struggling to take the call for service and protect our citizens it's a near impossible task to stick a band aid over the problem. we need a long-term strategy and we need oakland city leaders to stand up and take on crime. >> quickly barry you know police work well. it's your life. has there been an instance in this country where higher more police officers doesn't reduce crime? >> just look at the statistics just in january. two officers shot in one week. an eight-year-old gunned down in the street. a grandmother walking down a major thoroughfare murdered as she gets groceries for her kids? and

chief william bratton. chief, if you could stand by for a couple of minutes i want to get news in here. while we have the pictures up to -- okay. i understand. we graciously appreciate you standing by with us. i want to give people the lay of the land. the helicopters are pulling out here. that cabin that our fox affiliate kttv was focused in on, we believe that is the cabin that christopher corner barricaded himself inside or hidden inside and firing shots out. that was right by road. highway 38. there are main highways in and out of big bear. highway 18 that goes in through, coming up through riverside county. highway 838 that goes down to dan bernadino county. that is where they are now. in the past six days they have been scouring the mountains with the law enforcement authorities. hundreds and ups. but on the day that christopher corner disappeared and thought to be hiding in the mountains when they found the struck, they started to scour the mountains and it started snowing. they got 14 to 16 inches.

police chief william bratton told the "today" show that he has looked at three different criminal profiles is. >> he is an injustice collector. that's a term that they use. he collects injustices and never lets them go. >> what is your reaction to that, mr. van zandt? >> well, i think it's true. i think this is someone who since he was a child believes that he has been put down, that he hasn't had a fair shake all the time. and all of this, ed, has accumulated. this has been, you know, a few pounds, a few pounds, a few pounds. and now we have hundreds of pounds of challenge that this man is carrying right now. and realize what is important too is that even though he blames the lapd for him being fired, the lawyer, the former lapd captain turned lawyer who defended him when he was terminated from the police department, the same lawyer who said that dorner may have been scapegoated by the lapd, it was this captain's daughter who was the first victim who was gunned down who was murdered. so it looks like dorner doesn't know who his friends are and who his enemies are. and right now everybody
